[[abstract]]本研究希冀透過建立「火力發電廠清潔生產績效評估方法」,量化評估各發電廠在環境管理、能源耗用、污染防制及資源再利用方面的執行成效,並作為未來持續改善的參考。同時,藉由「火力發電廠清潔生產績效評估方法」引領國內的火力發電廠朝向更清潔的生產及污染零排放的目標,兼具能源效率與環境保護的永續發展。 本研究係針對三種不同情境(情境0、情境1及情境2)進行績效評估,所得結果如下: 一、情境0是以污染防制指標加權計分為主,評核所得平均總分最高。因目前國內火力發電廠在污染防治設備均較完善,廢氣排放上大多已符合BACT排放濃度標準,廢水排放濃度上亦遠低於放流水排放標準。 二、情境1是以發電效率及資源再利用指標加權計分為主。若與情境0得分結果相比較,對於發電效率差、節能措施與廢熱回收不足、資源再利用不佳之發電廠更能加大分數之差距,也較能強調節能減碳,符合政府積極推動之溫室氣體減量政策。 三、情境2是以環境管理為主,將環境管理指標分數加權計分後,其得分為最低,主要是多數發電廠並未取得ISO 14064-2之確證工作及環境教育時數未達24小時。即便若日後各電廠順利取得ISO 14064-2之驗證,雖可增加若干分數,但易造成發電廠於實施評核績效時忽略能源耗用及資源再利用等項目。[[abstract]]This research aims at quantifying and assessing the performances of various thermal electricity plant in environmental management energy consumption pollution prevention and the re-use of resources by the establishment of the “Thermal Electricity Plant Clean Production Performance Assessment Method” and also for future reference of further improvement At the same time it hopes to lead domestic thermal power plants to advance toward the road of Sustainable Development of energy efficiency and environmental protection by aiming at cleaner production and zero pollution This research identifies three kinds of different scenarios (scenario 0 scenario 1 and scenario 2) and carries out the performance assessment respectively The obtained result is as follows: First scenario 0 mainly calculates the weighed scores of pollution prevention index and its average score is highest in the assessment Because the present domestic Thermal Electricity Plant are well equipped in the prevention and control of pollution exhaust gas emission has mostly conformed to the BACT emission standard and wastewater emission is far lower than the standard Second scenario 1 mainly calculates the weighed scores of power generation efficiency and the reuse of resources Compared with the scenario 0 scores it puts more emphasize in power generation efficiency energy conservation measures waste-heat recovery efficiency and resources reuse efficiency It can also underline energy conservation and carbon reduction quite well which conforms to the government’s policy in reducing greenhouse gas emission Third scenario primarily emphasizes environmental management Its scores are lowest after weighing environmental management index scores This is mainly because most power plants have not obtained the ISO 14064-2 certification and the environmental education hour has not reached 24 hours Although obtaining the ISO 14064-2 certification will increase the scores it is likely to neglect energy consumption resource reuse etc while implementing the assessment
