Охрана природы: от фрагментарного к экосистемному принципу

Abstract

В России нет комплексного природопользования и четкой природоохранной политики. Природоохранные ведомства разобщены, ряд аспектов природопользования не регулируются и не контролируются. Использование многих биоресурсов приводит к их сокращению или уничтожению. Почти повсеместно снижаются плодородие почв, численность большинства видов диких животных, ускоряется неоправданная или случайная интродукция чужеродных видов растений и животных, акклиматизанты оказываются опасными для местных биоценозов и вытесняют аборигенные виды, биоразнообразие экосистем и их производительность снижаются. Необходимы меры по организации комплексного природопользования, объединение и усиление природоохранных служб. Состояние окружающей среды и товарная биопродуктивность территорий должны стать приоритетными при оценке работы органов власти всех уровней.

There is no integrated management of natural resources or clearly defined environmental protection policy in Russia. The environmental protection authorities are dissociated, and some aspects of nature management are not regulated or monitored. The use of many biological resources causes their reduction and depletion. Almost everywhere soils degrade, most wildlife species population decrease; there is accelerated unjustifiable or accidental introduction of alien plant and animal species when the introduced species threaten local biological communities and replace indigenous species, and biodiversity and productivity of the ecosystems decrease. There is the need for the measures of integrated environmental management, the integration and strengthening of environmental agencies. The state of the environment and commercial biological productivity of the territories should become a priority criterion when evaluating the performance of the authorities at all levels.
