Abstract
This article analyzes the structural causes of social environmental conflicts around mega-mining in Mexico and describes the emergence and coordination of resistance movements. It argues that neoliberal reforms have facilitated ‘accumulation by dispossession’ on two levels: first, by transferring public resources in the form of mineral reserves and state-run mining companies to the private sector; and second, bydispossessing smallholder farmers and indigenous communities of their land, water and cultural landscapes, in order to allow mining companies to carry out their activities. Furthermore, it argues that some factions of the resistance movements reflect ‘the environmentalism of the poor’ insofar as they seek to maintain natural resources outside of the sphere of the capitalist mode of production. Through a systematic revision of newspaper articles, blogs and scholarly publications, 29 high-profile eco-territorial mining conflicts are identified and a preliminary analysis of these is provided.
Este artículo analiza las causas estructurales de los conflictos socioambientales en torno a la megaminería en México y describe la emergencia y coordinación de movimientos de resistencia. Se argumenta que las reformas neoliberales han facilitado la ‘acumulación por desposesión’ en dos niveles: primero, al transferir recursos públicos en forma de reservas minerales y empresas mineras estatales al sector privado; y segundo, al desposeer a agricultores de pequeña escala y comunidades indígenas de tierras, recursos hídricos y paisajes culturales para permitir a las empresas mineras realizar sus actividades. Además, se argumenta que ciertas facciones de los movimientos de resistencia reflejan ‘el ecologismo de los pobres’ en tanto buscan mantener los recursos naturales fuera de la esfera del modo de producción capitalista. A través de una revisión sistemática de notas de prensa, blogs y publicaciones académicas, se identifican 29 conflictos mineros ecoterritoriales de alto perfil y se presenta un análisis preliminar de los mismos.
