Expert assessment of State support of rural areas development in the Russian Federation
AbstractThe agencies of regional and municipal management as well as the villagers themselves play the leading role in solving the problems of rural areas development. To identify opinions, estimates and proposals in the field of rural areas development the Center for Social Policy and monitoring of rural development Federal State Budget Scientific Institution " All Russian Scientific Research Institute of Agrarian Economics" (FSBSI ARSRIAE) interviewed the experts, as were the heads of administrations of the rural municipal districts, the heads of administrations of the rural communities and the leaders of the agricultural organizations. The article presents the age and gender composition of the respondents, their educational level. Of the total number of experts 58.5% were the heads of administrations of rural settlements, 13.9% the heads of administrations of municipalities and 27.6% the leaders of agricultural organizations. The experts were suggested to assess the changes that have occurred in the Russian village for the last five years, contribution to the development of the village government and the federal target programs, as well as a new approach to the social development of the village, implemented in the Federal Program "The sustainable development of rural areas". The analysis of the responses has shown a sharp divergence of views on the level of rural development between the heads of the both levels of government and the leaders of the agricultural organizations that are directly involved in agricultural production and are very knowledgeable in the socio-economic conditions of its maintenance, with the overwhelming majority of experts recognizing the low efficiency of the completion of the state programs.
