Abstract[[abstract]]治山防災為森林經營之重要工作，本文介紹並探討目前治山防災政策所面臨之問題，包括相關法規之探討、河川流域整體治理面臨之問題、重大災害土石流防治、工程與自然生態環境相配合、公共工程施工品質管理制度於林業工程之施行及實際應用、工程施工品質之影響因素及實務層面、工程資料分析與建置、國外治山防災治理技術與理念。 本研究蒐集國內外集水區治山防災相關業務史料及研究文獻，探討分析其涵蓋之政策及實務，針對問題提出建議與對策，以為今後辦理治山防災業務之參考。 經由探討研析，本文建議未來治山防災政策重點如下： 一、山坡地積極恢復森林覆蓋，加強集水區保育及水土保持工作。不合時宜法令規章應修正及健全管理制度，充實人力、物力、經費，提昇人員素質，強化組織及運作，加強各目的事業主管機關相互間之聯繫合作，著重教育與宣導等。 二、落實治山防災整體治理計劃，加強辦理以集水區為單位之整體治理規劃工作，儘速完成集水區界線點劃定，釐清各相關單位治理權責。 三、災害防治由民眾共同重視及積極參與，監視督導山坡地開發利用，擴大造林面積，加強森林生態保育與維護。制定健全且合乎時宜之法規、嚴格的管理辦法，致力於公權力之提昇，形成共識，落實推動，長期執行。 四、加強進行各相關單位之整合與培訓工作，使生態工法能具連貫性、整體性及實際應用性。工法設計上應朝向配合自然生態保育及與環境相結合，注重水生動物棲息環境之營造、水資源涵養及工程構造物與景觀之協調，兼顧災害防治與生態維護。 五、整合不同組織的品質管理制度，由規劃、設計、施工到營運，建立三層次品質管理系統，實施工程品質評鑑，改善監造管理，積極推動「公共工程施工品質管理制度」。 六、工程應有整體前瞻規劃，詳實慎重設計，檢討改善招標制度，加強營建商管理，加強人員專業素養與訓練，充實工程人員，工程材料應予標準化、規格化，重視養護及維護，導正社會風氣，擴大推行工程評鑑。 七、加強治山防災工程資料分析與建置，建立空間與屬性間具關聯性之位相關係及管理、查詢、分析與展示系統，數位圖檔與對應表冊資料庫仍待繼續充實建置。 八、充分引進國外工程技術與治理經驗、觀念，研擬適合國情之危險區劃定及崩坍、土石流治理規範準則與法令。

It include the discuses of related rules and regulations、the problems about entirety management of river system it faced、prevention and treatment the important type of disaster on watershed conservation and disaster prevention effectively about debris flow、make the coordinate for the watershed conservation and disaster prevention with ecology environment、the construction quality management system for public works execute on forest engineering and some issues and countermeasures applied actually、the imbue factor and involve range of engineering quality、analyze and establish about the engineer information、administrative technique and concept about the watershed conservation and disaster prevention in the foreign country. The research collecting and arrange the related operation historical dates and research literatures about the watershed conservation and disaster prevention of watershed. I advance some counsels and countermeasures in accordance with the problems depend on probe into and analyze the policy and practical of contains. I wish these counsels and countermeasures will be the reference about conduct the business of the watershed conservation and disaster prevention of watershed hereafter.
