Abstract

This article argues that greater attention is needed in using non-standardized terms describing the application of computers to education, particularly in regard to Learning Management Systems (LMS). It presents a definition of LMS as a systemic infrastructure that manages the learning process of an entire organization and contrasts LMS with related but conceptually different terms often confused with LMS: Course Management Systems (CMS) and Learning Content Management Systems (LCMS). Learning Objects (LO) and their relation to LMS are often discussed as is the relationship among these different technologies. LMS is identified as a necessary technology to effectively implement the new approaches to instruction suitable for the Information age which are required to break away from the inefficient approaches of the Industrial Age.     This manual on improving transparency,
 integrity, and accountability in water supply and sanitation
 is the result of a partnership between the World Bank
 Institute (WBI) and transparency international (TI). It was
 developed under the open and participatory government
 program at the municipal level (known by its Spanish acronym
 as the GAP Municipal Program). This manual can help: 1)
 increase the involvement of civil society by engaging all
 stakeholders in setting water supply and sanitation
 priorities and monitoring performance, including reducing
 opportunities for corruption; 2) increase the contributions
 of water supply and sanitation services to poverty reduction
 by increasing the quality and coverage of service to poorer
 communities on an equitable basis; 3) promote the financial
 sustainability of water and sanitation service delivery
 organizations, thereby increasing the confidence of
 consumers, civil society organizations, and other
 stakeholders in those institutions' ability to expand
 improve service; and 4) raise ethical standards among all
 stakeholders, especially service delivery organizations,
 thereby instilling a sense of public service throughout
 these organizations.

    Governing Mandatory Health Insurance : Learning from Experience

    This book provides guidance to countries
 that want to reform or establish mandatory health insurance
 (MHI) by specifically addressing governance. It elucidates
 the role played by the social, political, and historical
 context in conditioning how MHI systems are governed and, in
 turn, how governance structures influence the health
 insurance systems' performance. The book describes the
 forms of governance that are associated with success, in
 particular, the regulatory institutions required to guide
 the system toward its social goals; the oversight mechanisms
 that monitor and correct the system; and the internal
 management of the health insurance institutions themselves.
 It highlights five governance dimensions: coherent decision
 making structures, stakeholder participation, transparency
 and information, supervision and regulation, and consistency
 and stability that influence the coverage, financial
 protection, and efficiency of MHI entities, and show how
 these operate in particular countries. Detailed analysis of
 governance arrangements in four countries: Chile, Costa
 Rica, Estonia, and the Netherlands, provide nuanced lessons
 for establishing health insurance systems that can truly
 serve the social goals of improved health, reduced financial
 insecurity, and greater equity.
