A gestão de cursos da Universidade Aberta do Brasil: desafios e possibilidades

Este estudo teve por finalidade analisar a estrutura, organização e
 funcionamento da Universidade Aberta do Brasil (UAB), quanto à gestão dos
 Cursos de Biologia e de Letras, na modalidade EaD, no Polo Presencial.
 Aborda as dimensões administrativas e pedagógicas, sob as lentes dos
 modelos teóricos de análise, o burocrático e o anárquico, configurando
 sistemas complexos e ambíguos no interior das três Instituições Públicas
 investigadas (CAPES, UnB e Polo Alfa). Os resultados são relevantes para as
 instituições de ensino que trabalham com cursos de formação de professores,
 presencial e a distância. Amparados nos Referenciais de Qualidade para a
 Educação Superior a Distância do MEC (aspectos pedagógicos, recursos
 humanos e infraestrutura), procurou-se descobrir as percepções dos atores da
 pesquisa (Coordenadores, Tutores e Estudantes) sobre os desafios e
 possibilidades dessa formação docente. A observação do processo decisório
 na gestão de cursos nas Instituições investigadas ajudou na identificação dos
 modelos teóricos que fundamentam o sistema UAB e na influencia destes
 sobre a qualidade dos cursos. A abordagem qualitativa da pesquisa por meio
 do estudo de caso-multicasos (entrevista, inquérito por questionário,
 observação não participante, análise documental) guiou o presente estudo.
 Fundamentados nos estudos de teóricos sobre a Administração da Educação,
 e sobre a Gestão em EaD, chegou-se aos resultados. Há indicações de
 desarticulação administrativa e pedagógica na gestão dos Cursos investigados,
 sendo que o Projeto Político Pedagógico desses Cursos (em aperfeiçoamento)
 indica uma via democrática dessa articulação; há dificuldades quanto à restrita
 infraestrutura de apoio no Polo (instalações físicas, materiais, recursos
 humanos, manutenção) e quanto à indefinição de parcerias e recursos
 diversos. Entretanto, a Gestão dos Cursos de Biologia e Letras, têm
 proporcionado aos estudantes-professores a aquisição da “dimensão técnicocientífica
 (uso das TIC) para o mundo do trabalho, e a dimensão política para a
 formação do cidadão”.

This study aimed to analyze the structure, organization and operation of the
 Open University of Brazil (OUB), regarding the management of Biology and
 Letters courses in Distance Education presential mode. Covers administrative
 and pedagogical dimensions, under the lens of theoretical models of analysis,
 the bureaucratic and anarchical, configuring complex and ambiguous systems
 within the three public institutions surveyed (CAPES, UNB and Polo Alfa). The
 results are relevant to the educational institutions that work with teacher training
 courses, other in presence or distance modes. Supported in Quality
 Benchmarks for Distance Higher Education of Ministry of Education of Brazil
 [MEC] (pedagogical aspects, human resources and infrastructure), we sought to
 discover the perceptions of the actors of the research (coordinators, tutors and
 students) about the challenges and possibilities of teacher training. The
 observation of decision making in the management of courses in the
 investigated institutions helped in the identification of the theoretical models
 underlying the OUB system aside with the influences on the quality of these
 courses. The qualitative research through case-multicase study (interview,
 questionnaire survey, non-participant observation, document analysis) guided
 this study. Grounded in the theoretical studies on the Administration of
 Education and the Management in distance education, one has reached to the
 results.There are indications of disarticulation in administrative and pedagogical
 management of the investigated courses, and the Political Pedagogical Project
 of these courses (in processing) indicates a democratic way of that articulation,
 there are difficulties regarding the limited support infrastructure in Polo (physical
 facilities, materials, human resources, maintenance) and uncertainty about the
 various partnerships and resources. However, the management of Biology and
 Letters courses have provided students-teachers to acquire the "technicalscientific
 dimension (using TIC [technology of information and communication])
 for the working world, and the political dimension to the training of citizens."
