Abstract
The learning context of a course on Public Economics within a Degree in Law is defined as hostile, due to its tiny quantitative and qualitative share in the general studies. At the new Degree in Law, the courses related with Economics have been reduced notably, especially in the Public Economics case. This is incosistent with the provisions of the European Higher Education Area in terms of standardization and harmonization. Despite this situation and following the experience from four years in the University of Oviedo, we analyse the use of an e-education tool (OCW) as a learning innovation in the learning and teaching process. The results allow us to conclude that the experience has reached a significant degree of usefulness and satisfaction, given a framework in which the traditional teaching techniques are still predominant. However, additional risks arise due to the new Spanish law on university degrees from 2015 onwards.
El contexto docente de una asignatura de Economía Pública dentro de algunos estudios universitarios de Derecho se define como hostil, por su escaso peso cuantitativo y cualitativo dentro de la titulación. En el nuevo Grado en Derecho las asignaturas de contenido económico general -y de Economía Pública en particular- han sido reducidas a la mínima expresión, lo cual se contradice con el espíritu homogeneizador del Espacio Europeo de Educación Superior. A pesar de ello, partiendo de la experiencia de cuatro cursos académicos en la Universidad de Oviedo, se escruta la utilización de una herramienta de e-educación (OCW) como innovación referida al proceso de enseñanza-aprendizaje. Los resultados permiten concluir que la experiencia ha alcanzado un significativo grado de provecho y satisfacción, en un entorno donde siguen predominando las técnicas docentes más tradicionales. Sin embargo, persisten riesgos derivados de la nueva ordenación de las enseñanzas universitarias, en vigor a partir de 2015.
