Information and communication technologies (ICT) offer new opportunities to reinvent the education and to make people and makes learning more fun and contemporary but poses many problems to educational institutions. Implementation of ICT determines major structural changes in the organizations and mental switch from bureaucratic mentality to customer-oriented one. In this paper I try to evaluate methods of developing the lifelong learning programs, impact to human resources training and development and the impact of this process on educational institutions. E-learning usage in training the human resources can make a new step in development of the education institutions, human resources and companies.Date

Game play in vocational training and engineering educationBjarne A. Foss; Ole K. Solbjørg; Tor I. Eikaas; Frank Jakobsen (Norwegian Society of Automatic Control, 2007-04-01)Educational games may create a new and improved learning culture by drawing advantage of the new knowledge and skills of today’s students obtained from extensive use of interactive game software. This paper presents a design basis and online learning resources taking advantage of game-related features like a high degree of interactivity, attractive graphics, a dynamical virtual universe, and an incentive system to promote prolonged and more advanced use. The educational resources, denoted PIDstop, are targeted towards the engineering domain. Feedback from over 2000 users clearly indicates that PIDstop has a positive learning effect. Training packages for vocational training of Automation Technicians is emphasized in this paper. Such learning resources must have a limited mathematical complexity; hence, the representation should be rather descriptive. Evaluation of learning resources to assess the actual learning effect is important, and a two-step procedure based on formative and summative evaluation is proposed for this purpose.

A Heuristic Possibilistic Approach to Clustering for Asymmetric DataDmitri A. Viattchenin (Stefan cel Mare University of Suceava, 2011-01-01)This paper deals with the problem of clustering of asymmetric data. A method of the problem solving is based on the application of a direct possibilistic clustering algorithm based on the concept of allotment among fuzzy cluster to a matrix of fuzzy tolerance, which correspond to the set of objects, for which asymmetric distances or proximities hold. The paper provides the description of the method of asymmetric data preprocessing for construction of a matrix of fuzzy tolerance and basic ideas of the method of clustering. An illustrative example of asymmetric data preprocessing and clustering is given and an analysis of the experimental results of the method's application to the Sato-Ilic and Jain's asymmetric data is carried out. Preliminary conclusions are discussed.

STRUCTURAL MODELING AND ANALYSIS OF INTELLIGENT MOBILE LEARNING ENVIRONMENT: A GRAPH THEORETIC SYSTEM APPROACHNitin Upadhyay; Vishnu Prakash AGARWAL (Association for Development through Science and Education, Romania, 2007-06-01)This paper presents a new methodology using graph theory and matrix algebra to analyze software architecture based on systems engineering approach. It proposes a set of analytical tool to capture the notion of structural model as the basis to analyze characteristics of software architecture. In the present work, architecture (structure) modeling and analysis of intelligent mobile learning environment (iMLE) are presented that describe characteristics of performance, quality and reliability.
