Abstract
Developments in the world in terms of technology have followed a trace of an exponential increase in the last century compared to the previous centuries. Therefore, the knowledge and the need for knowledge have enhanced. Continuous growth and transformation of knowledge has created a need to support the traditional learning methods with mobile technologies. In this sense, the concept of mobile learning through mobile technologies emerged, however, the place and time conditions of learning now seem to be removed. Considering that the development of a country is leaded by its armed forces, it is obvious to find out how much importance the issue of learning does have for the institution. But the institution has a dilemma between security and adaptation of mobile technology grounded on serious security issues. Armed forces personnel have a busy work schedule, while continuing work on one hand, intending to allocate enough time to the family after work on the other hand. Among all this rush, carrying out the question of learning becomes the easiest point to neglect. In this article, various idle times concealed in the daily schedule of armed forces personnel have been identified. Also it is demonstrated how mobile technologies may be applied to seal this gap in the schedule of armed forces personnel. Finally, taking into account the problem of an optimal level of security, when the use of mobile technologies in the armed forces is set to be applicable, their contributions to the development of members of the military considering the idle times would get worth for it. For this reason, the armed forces should do their best to take advantage of the current mobile technology in terms of education, aiming not to stand in the face of the wind, instead to get the wind from behind.Date
