Review: Christine Schwarz (2006). Evaluation als modernes Ritual / Udo Kuckartz, Thorsten Dresing, Stefan Rädiker & Claus Stefer (2007). Qualitative Evaluation. Der Einstieg in die Praxis

Abstract

Evaluation ist einer jener Begriffe, die im deutschsprachigen Raum sich zunehmender Beliebtheit erfreuen; zwei Neuerscheinungen stehen für diese Entwicklung. Zum einen eine Studie von Christine SCHWARZ, die sich der Frage nach der gesellschaftlichen Funktion von Evaluationen widmet; zum anderen der Band von Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER und Claus STEFER, mit dem ein praxisnahes Konzept für qualitative Evaluationen präsentiert werden soll. Es ist das Verdienst beider Publikationen, ihre jeweiligen Themen auf die deutschsprachige Tagesordnung gesetzt zu haben, aber ebenso werden dadurch die spezifischen Desiderate deutlich. Christine SCHWARZ formuliert auf der Basis einer qualitativen Studie zur Funktion von Evaluationen im Bereich universitären E-Learnings und unter Rückgriff auf das Konzept des Rituals eine weitreichende Kritik von Evaluationen unter den Bedingungen des New Public Management. Betont werden dabei die Ambivalenzen der mit Evaluationen einhergehenden Rationalisierungsprozesse. Das Buch liefert für grundsätzliche Kritik an Evaluationen einen reichen Zitatenschatz. Für alle diejenigen, die sich ernsthaft mit den praktischen und gesellschaftstheoretischen Implikationen des Evaluationsbooms beschäftigen wollen, ist das Buch leider eine vergebene Chance, weil es doch die eigenen Vorannahmen über die Empirie stellt. Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER und Claus STEFER stellen vor dem Hintergrund einer qualitativen Evaluation einer universitären Lehrveranstaltung einen Leitfaden für die Praxis vor und skizzieren, wie qualitative Evaluationen auch in kurzer Zeit und mit Hilfe von MAXQDA durchgeführt werden können. Leider verspricht der Titel des Buches zu viel. Das Buch bietet keinen Einstieg in die Praxis qualitativer Evaluation, sondern im günstigen Fall einen praxisnahen Einblick in das im Rahmen der Studie gewählte Vorgehen und dokumentiert, wie im Kontext qualitativer Evaluationen MAXQDA eingesetzt werden kann. Evaluation is a term enjoying increasing popularity in German-speaking regions, a trend verified by two recent publications. One is a study by Christine SCHWARZ devoted to the issue of the social functions of evaluations; the other is a volume edited by Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER, and Claus STEFER, which seeks to present a concept with practical relevance for qualitative evaluations. While to their credit both publications have helped to put this issue onto the German-speaking agenda, the specific desiderata of each are clear. Building upon a qualitative study of the functions of evaluations in the domain of university e-learning and drawing upon the concept of rituals, Christine SCHWARZ formulates a wide-ranging critique of evaluations under the conditions of the New Public Management. She stresses the ambivalences of the processes of rationalisation associated with evaluations. The book provides a rich and wide array of citations for the basic critique of evaluations. However, for those who seek to delve more seriously into the practical and social-theoretical implications of the evaluation boom, the book is a missed opportunity since it puts preconceptions before empirical findings. Against the background of a qualitative university course evaluation Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER, and Claus STEFER outline a practical guide and present a way that qualitative evaluations can be carried out in a short time with the aid of MAXQDA. Regrettably the book fails to live up to the promise of its title. It does not provide an entry into the practice of qualitative evaluations, but, at best, provides insights into the practical relevance of the procedures selected within the framework of the study while documenting how MAXQDA can be used in the context of qualitative evaluations. La evaluación es un término que disfruta de una popularidad creciente en las regiones de habla alemana, una tendencia verificada en dos publicaciones recientes. Una es un estudio de Christine SCHWARZ dedicado al tema de las funciones sociales de las evaluaciones; el otro es un volumen editado por Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER y Claus STEFER, que trata de presentar un concepto con relevancia práctica para las evaluaciones cualitativas. Como punto favorable, ambas publicaciones han ayudado a poner este tema en el ámbito germano parlante y sus desideratas específicas están claras. Basándose en un estudio cualitativo sobre las funciones de las evaluaciones en el dominio del e-learning de la universidad y basándose en el concepto de rituales, Christine SCHWARZ formula una crítica de gran alcance sobre las evaluaciones en las condiciones de la Nueva Dirección Pública. Hace hincapié en las ambivalencias de los procesos de racionalización asociadas con las evaluaciones. El libro suministra abundantes y amplias citas sobre la crítica básica de las evaluaciones. Sin embargo, para aquellos que buscan ahondar más seriamente en las implicaciones prácticas y socio-teóricas del boom de la evaluación, el libro es una oportunidad perdida ya que antepone ideas preconcebidas a los hallazgos empíricos. Tomando como telón de fondo un curso universitario sobre evaluación cualitativa, Udo KUCKARTZ, Thorsten DRESING, Stefan RÄDIKER y Claus STEFER esbozan una guía práctica y presentan una manera en que las evaluaciones cualitativas pueden llevarse a cabo en poco tiempo con la ayuda de MAXQDA. Desafortunadamente, el libro falla en la promesa de su título. No se adentra en la práctica de las evaluaciones cualitativas, pero proporciona pistas de relevancia práctica sobre procedimientos selectos en este marco de estudio a la vez que documenta cómo puede usarse MAXQDA en el contexto de las evaluaciones cualitativas.
