Abstract[[abstract]]本研究旨在探討美國、英國與日本先進國家之老人教育政策。其主要目的有四：1.了解我國高齡教育政策發展的背景與現況；2.探討先進國家的高齡教育政策之特色；3.分析當前我國高齡教育的政策；4.提出省思與建議，以作為我國高齡教育政策之參考。 本研究主要採用文件分析法，以美國、英國及日本的高齡者教育政策為範圍，蒐集相關的文獻、論著、報告、期刊文章、網頁等資料。並利用E-mail與各國相關單位聯繫，索取相關資訊。研究者進行資料嬝盂P整理後，歸納其特色，最後提出研究者的省思作為結論。 經由本研究可將我國老人教育政策歸納出以下特色：一、政策研訂過程縝密二、政策目標明確且具體三、政策內涵多元而完善(一)發展適合老人的課程與教學活動(二)培訓專業的高齡教育人才(三)促進社區與學校體系辦理老人教育(四)鼓勵老人積極參與學習活動(五)開辦退休前教育 另外，對於我國老人教育政策加以檢討，發現仍有有待改進之處，歸納研究者之省思如下：一、老人教育措施辦理之優先順序不明確二、欠缺老人教育實施計畫三、對老人教育之相關研究匱乏四、老人教育經費未能妥善規劃五、老人教育資源未做整合 最後，針對我國老人教育政策之省思，提出以下建議。一、擬定老人教育之短程、中程與長程目標二、依據老人教育之短程、中程與長程目標提出實施計畫三、政府應培訓專業人才，投入人力推展老人教育四、補助老人教育相關研究之經費五、鼓勵學術單位進行老人教育之相關研究六、設置老人教育研究中心七、教育經費與資源的重新分配八、提倡學費減免或獎助金措施九、促進福利與教育行政間的橫向聯繫十、成立學習資源整合中心
[[abstract]]The purpose of the study is to investigate policies of elder education in developed countries including America, England and Japan. There are four following objectives.1. To comprehend the background and present situation on the policy of elder education in Taiwan.2. To confer the features of the policies of elder education in developed countries.3. To analyze our current policy of elder education.4. To bring up reflection and suggestions in order to provide some recommendations for the policy of elder education in Taiwan. Documentary analysis is mainly used for the theoretical framework to collect documents, treatises, reports, periodicals and networks and sent E-mails to the connected organizations to demand information on the policies of elder education in America, England and Japan. Researcher perused and coordinated all the documents and generalized features. In conclusion, researcher brought up some introspections and suggestions. With the discussion and analysis, there are the following features of our policy of elder education.1. The process of policy-making is very deliberate.2. The purpose of the policy is very clear-cut and concrete.3. The content of the policy is very diversified and perfect.(1) To develop the programs and activities conforming to older adults.(2) To train professionals for elder education.(3) To advance communities and schools to transact elder education.(4) To encourage older people to participate in learning.(5) To set up retirement education. Besides, the researcher found our policy of elder education still needs improving. The following is the reflection.1. The sequence of the measures on elder education is very indefinite.2. Lack of project carries out elder education.3. The researches of elder education are very scanty.4. The budget of elder education doesn’t deal out well.5. The resources of elder education don’t integrate well. Finally, according to the reflection, the researcher brought up the suggestions below.1. Draw up the short-term, immediate-term and long-term purposes of elder education. 2. According to the above, bring up the project.3. The government should train professionals to advance elder education.4. The government should subsidize the budget of the researches on elder education.5. Encourage schools to research on elder education.6. Set up the center of elder education.7. The educational budget and resources should be deal out afresh. 8. Advocate tuition-free or reductive and scholarship policy.9. Advance the welfare department and the educational department to cooperate.10. Set up the integrated learning resource center.
