Abstract
The sabotaged programs given as input to Accuse show that it cannot stand alone as a detector of plagiarism, but must in fact be part of the larger system. This system should be one that retrieves the student's program, compiles it, runs on data the student has never seen, and then sends the student's program into a file that will eventually be processed through Accuse. Accuse accomplished its goal of being inexpensive to use. Results were actually better than expected. Finally, Accuse needs to be put into production use to verify or reject assertions made here.     Non-Public Provision of Active Labor Market Programs in Arab-Mediterranean Countries

    This note presents and analyzes the main
 design features of an inventory of non-publicly provided
 Active Labor Market Programs (ALMPs) in Arab-Mediterranean
 Countries (AMCs), with a specific focus on programs targeted
 at youth. Despite considerable international evidence, there
 is little systematic analysis on the effectiveness of ALMPs
 in AMCs as most programs and investments remain largely
 un-assessed. Since most AMCs lack unemployment insurance
 systems or other safety nets for the unemployed, ALMPs
 constitute a relevant instrument to address the consequences
 of labor market frictions, such as high unemployment and
 slow school-to-work transition. Programs from nine countries
 are included in the inventory: Morocco, Algeria, Tunisia,
 Egypt, Lebanon, Syria, Jordan, West Bank and Gaza, and
 Yemen. Benchmarked against international best practices,
 assessment of the programs covered in the inventory reveals
 that the majority lack the necessary mix of design features
 that make programs effective. These findings call for urgent
 reforms in program design and delivery, especially given the
 sizeable financial investments in programs and the urgency
 to improve labor market outcomes among youth. This policy
 note constitutes a first step towards understanding and
 assessing provision of ALMPs in the Middle East and North
 Africa (MENA) region and intends to provide policy makers
 and financiers with options for reform to enhance efficiency
 of existing programs and improve the design of future
 interventions. In addition to specific aspects of program
 design and implementation, stakeholder coordination needs to
 be strengthened and put at the forefront of ALMP reform.

    Noise and Sonic Boom Impact Technology. BOOMAP2 Computer Program for Sonic Boom Research. Volume 3. Program Maintenance Manual

    Air Combat Maneuvering Instrumentation/Tactical Air Combat Training Systems (ACMI/TACTS) are used at several Military Operating Areas (MOA) in the U.S. and abroad as postflight pilot debriefing aids in training for air-to-air combat. Engineering flight data are acquired and recorded from several radar facilities simultaneously during flights in appropriately instrumented MOAs. These data are used to generate the information required for subsequent graphical replays of the aircraft position, airspeed, g-value, altitude , climb/ dive angle , etc. of the training sorties at post-flight debriefings. The BOOMAP2 and MOAOPS computer programs analyze noise from supersonic aircraft operations by extracting information from the ACMI/TACTS computer tapes. The MOAOPS program extracts information from a TACTS/ACMI mission standard data tape and compiles a computer library of information concerning the supersonic operations. The BOOMAP2 program, using the library produced by the MOAOPS program, calculates statistics on the supersonic operations and expected sonic boom levels on the ground based on the extracted information. Volume 3 provides computer programming personnel with the information to maintain the BOOMAP2 program software. The BOOMAP2 program uses a sophisticated acoustic ray theory model for predicting the sonic boom overpressures and noise levels on the ground.
