Abstract

This research analyze about The leadership Dzulmi Eldin as a mayor medan based on the principle of good governance. The concept of good governance is the value of who upholds desire or the will of the people and value are can improve the ability of the populace in the achievement of a goal (national), independence, sustainable development and social justice for all residents of the city of Medan. A theory that used in this research is a theory leadership by Hersey, Blanchard and Netemeyer used to analyze the leadership Mayor Dzulmi field eldin in running government in Medan city. The concept of good governance by the United Nations Development Program (UNDP) used to analyze government Dzulmi Eldin in accordance with good governance. Research methodology used is the method the qualitative study to technique data analysis descriptive. The Technique data collection was done with the methods of interview and literature study. The result of this research the researcher sees that the mayor Medan Dzulmi Eldin so far is not implemented the principles of good governance that, seen from the government of the city of Medan less serious apply good governance in accordance with the principles good governance. Mayor Dzulmi field eldin received a lot complaints of the community as the repair, flood, and jammed not been able to measures which in this case the government less responsive. On transparency in the government of Dzulmi Eldin, the people of Medan in general do not know how revenue expenditure APBD of the city of Medan. Community involvement of the city of Medan in decision-making done Dzulmi Eldin is the value of positive for governance Dzulmi Eldin in the city of Medan.
