This booklet contains an open letter to the next US
 president – written before the election – and six
 speeches delivered in different countries at various
 events. In giving the selection the title Open and
 Distance Learning in a Changing World we have
 tried to show how the core principles of open and
 distance learning (ODL) are being implemented in
 new ways to meet emerging development needs
