治理视野下的我国第三部门发展战略分析

Abstract

治理理论的兴起是90年代西方政治学和公共管理学领域的重要事件。治理的本质特征在于公民社会组织对社会公共事务的独立管理或与政府的合作管理。作为治理活动中的重要主体之一，第三部门发挥着弥补市场失灵和政府失败的作用。与西方国家相比，我国第三部门还远未能成长为成熟、独立的治理主体，政府与第三部门以合作、协商、对话为基础的伙伴关系还没有真正建立起来。随着西方治理理论的兴起、西方国家治理实践的示范效应以及中国智识阶层的大力倡导，我国政府也在逐步实现由“统治”到“治理”再到“善治”的转变。因此，扶植、鼓励、培育、发展我国的第三部门，发挥其在公共治理中的作用是实现这一转变的必由之路。 本文分为三个部分： 第一部分：第三部门的基本理论与实践。简要介绍第三部门的含义与特征，第三部门的基本理论以及第三部门的发展历程及趋势。 第二部分：治理、公民社会与第三部门。阐述治理的含义与实质，分析治理、公民社会与第三部门三者之间的相关性，并介绍了西方国家发展第三部门所采取的措施。 第三部分：治理视野下的我国第三部门发展战略分析。回顾我国第三部门的发展轨迹，指出了我国第三部门的现状及存在的问题，表明第三部门在社会管理中的作用还很微弱，并提出了发展我国第三部门的对策，即提高第三部门制度供给质量，拓宽第三部门资金筹集渠道，增强第三部门的社会公信力。

The rise of governance theory is an important thing in western politics and public management field. As one of actors in governance action, the third sector is playing a crucial role in compensating market failure and government failure. The third sector in china is growing rapidly since reform and opening, but compared with western country, the third sector in China is far from being a mature governance actor and the partnership relation based on collaboration, consult, dialogue between government and the third sector hasn’t been established. With the rise of governance theory, the model effect of western governance practice and the initiative by Chinese intellectuals, China government is in transformation from “government” to “governance” to “good governance”.Therefore, fostering and developing the third sector in China is a must in fulfilling this transformation. This paper consists of three parts. Part I: The basic theory and practice of the third sector.It briefly introduces the meaning and characteristics of the third sector, basic theory about the third sector and development course and trend of the third sector. Part II: Governance, civil society and the third sector. It deals with the implication and substance of governance, analyses relationship between governance, civil society and the third sector, and introduces the counter-measures which develop the third sector in western country. Part III: The analysis of development strategy of the third sector in China in governance perspective. It reviews the development trajectory of the third sector in China and points out the problems in the third sector in China, implying that the role of the third sector in public governance is not strong enough. At last, this paper puts forward three suggestions on developing the third sector in China, namely enhancing institution quality of the third sector in China, enlarging fund-collecting channels and building up public trust in the third sector.
