Based on the CPAR's analysis of the legislative framework, procurement practices, institutional capacity and the opportunity for corruption, the assessment found that the environment for conducting public procurement in Croatia is average. This report makes a series of recommendations designed to strengthen the public procurement environment of Croatia, including legislative reform, improving procurement procedures and practices, institutional reform, capacity building, and the development of electronic procurement. The legal framework for public procurement should be reformed by, in the short term, amending the current legislation to address the identified weaknesses and, in the medium term, enacting a new Law on Public Procurement, aligned with the EU Procurement Directives. The report also makes several recommendations to improve the efficiency, effectiveness and transparency of public procurement practices, most importantly in improving areas such as procurement planning, the assessment of bidders' qualifications and the evaluation of bids. Several important recommendations are made to improve the independence and effectiveness of the Public Procurement Office and the State Commission as the key regulatory and review bodies for public procurement. Transparency in public procurement and the accountability of Government for the effective management of procurement should be enhanced by publishing comprehensive information on procurement operations -- current legislation, invitations to bid, contract award notices, data on procurement expenditure broken down by level of government, by institution, by different procurement procedures (open, restrictive and direct negotiation) on a web-based electronic public procurement bulletin. It is also essential that the State Audit Office should start to undertake value-for-money assessments of major public investment projects.Date

Philippines Country Procurement Assessment Report 2012Asian Development Bank (Manila, 2014-01-29)Proper public procurement practices directly reflect good governance. Transparent and effective procurement practices minimize expenditure and create opportunity. Procurement is an enormous component in the process by which governments build infrastructure, such as schools and hospitals. It involves the management of significant amounts of money and is therefore often the cause for allegations of corruption and government inefficiency. The difference between getting public procurement right and doing it wrong has the potential to be either highly rewarding, or highly damaging. In some nations, reforms implemented to improve the efficiency of public procurement have resulted in savings of 1% of a country's gross domestic product. One can see why public procurement is so significant to the development of a country and its people. Citizens have the right to expect their government to spend these funds for the good of the people. In the past, corruption, inefficiency, ignorance, and disorganization have resulted in billions of pesos worth of losses. It is with the importance of these issues in mind that this report is produced to report on the state of procurement in the Philippines today. A 2012 CPAR action plan integrating all the existing and proposed initiatives and recommendations to address the areas for improvement in the Public Procurement System is presented at the end of this report. The action plan provides the road map and agenda for procurement reforms to be undertaken by the government, together with its development partners during 2013-2016. Some of the priorities focus on strengthening monitoring and enforcement and procurement capacity, and improving procurement processes and practices, i.e., (i) implementation of the professionalization program, (ii) implementation of the Agency Procurement Compliance and Performance Indicator, or APCPI and development of mechanisms to enforce compliance, (iii) review and possible revision of the IRR to provide procedures for international competitive bidding, (iv) establishment of an independent complaints or protest review body and development of its governing rules and procedures, and (v) development and implementation of a framework to sustain and ensure CSO participation in procurement monitoring. The Philippine development forum sub-working Group on Procurement will continue to monitor the implementation of the action plan, ensure the availability of funding support and address issues that may arise during implementation.

Republic of South Sudan : Country Integrated Fiduciary Assessment Southern Sudan, Volume 3. South Sudan Procurement Assessment ReportWorld Bank (Washington, DC, 2013-10-03)The purpose of this Country Integrated
 Fiduciary Assessment (CIFA) is: (i) to assess the quality of
 public finance management and procurement systems in South
 Sudan; and (ii) to then determine the extent of fiduciary
 risk posed to domestic and external tax payers by the
 government's use of their funds through these systems.
 South Sudan has great potential for further increases in
 living standards, but achieving them will require large
 improvements in public services, both in access and in
 quality. In turn, Public Finance Management (PFM) and
 procurement systems need to be strengthened in order to
 improve public services; this will require linking spending
 more tightly to policy objectives and strengthening the
 operational efficiency of expenditures. In sum, strengthened
 PFM and procurement systems are not an end in themselves
 but, rather, the necessary means to achieving the ultimate
 objective: improved service delivery in South Sudan. This
 CIFA will be used by the Government of the Republic of South
 Sudan (GRSS) and by the country state governments to inform
 their design or reforms of PFM and procurement systems and,
 in the case of development partners, to inform their design
 or revision of technical and financial assistance programs
 and projects in support of the reforms.

Building Procurement Capacity and SystemsIndependent Evaluation Group (Washington, DC: World Bank, 2014-01-29)Good public procurement practices are a major determinant of the effectiveness of public expenditure. On behalf of their citizens, governments typically spend as much as 5-20 percent of their gross domestic product on procurement of goods and services, and effective procurement policies enable better use of government budgets. Good national procurement practices are therefore an essential element of the poverty reduction focus of the Bank. Good procurement in Bank projects is also associated with better development outcomes. Equally, sound public procurement in client countries is a prerequisite for the success of the Bank's newly introduced program for results lending instrument. The Bank seeks to ensure that its funds are used for the purpose intended and that they support development effectively and efficiently. Thus, the twin issues that underpin this Independent Evaluation Group (IEG) evaluation are first, how effectively has the World Bank helped build well-functioning public procurement systems in client countries and second, how well have Bank procurement policies and procedures for its investment lending supported the development effectiveness of Bank lending? The evaluation parallels an intensive review by Bank management of the institution's procurement function, motivated by the need to respond to a range of internal and external changes in the Bank's procurement environment. Several evaluations point to the value of coordination between procurement and public expenditure reforms, but also to the difficulties of realizing such coordination. Finally, there are queries related to the adaptability of current Bank procurement guidelines to new contexts, such as public-private partnerships (PPPs); technology loans; and small, fragile, or conflict-affected states. These questions have also contributed to the evaluation's design and coverage.
