This report was prepared in response to
 the request from the Government of Brazil to evaluate the
 experiencia de Avaliacao do Plano Plurianual (PPA's)
 evaluation system and propose ways it could be strengthened.
 In our understanding, the genesis of the PPA as an
 instrument of government planning and management and its
 philosophy was circa 1999. It was then that the decision was
 made to apply a particular planning model piloted with a set
 of priority projects (Brazil em Acao) in the 1996-99 PPA to
 the entire set of government activities in the PPA 2000-03.
 The current state of the PPA reflects a series of
 evolutionary changes since then, with the improvements in
 its evaluation framework being one of them. Because of this
 origin, understanding and evaluating the PPA evaluation
 system will require placing it in the context of the
 evolution and the effectiveness of the whole PPA, as
 envisioned in its original model and its subsequent
 adaptations. The point of departure is the observation that
 the primary challenge is to make the PPA effective as an
 instrument to make the federal administration more
 performance oriented. Improvements to the evaluation system
 as such, though welcome and needed, should be a secondary
 objective for the government, as this is only a limited part
 of the whole endeavor.Date

Improving Public Expenditures in AgricultureAmponsah, Kofi; Annor-Frempong, Charles (World Bank, Washington, DC, 2015-12-15)The objective of the agricultural sector public expenditure review (AgPER) was to examine the
 efficiency and effectiveness of agricultural sector expenditures in Mongolia. The AgPER provides policy makers with a better understanding of: (a) trends in the level and
 composition of public expenditures in agriculture over the past five to ten years; (b) the economic
 and functional composition of agriculture expenditures; (c) the budget processes and performance in
 the agriculture sector; (d) issues inhibiting the effectiveness and efficiency of public expenditures in
 agriculture.

Chad Public Expenditure Review in the Agricultural, Rural Development, and Food Security SectorWorld Bank (Washington, DC, 2015-08-13)Over the review period covered by this
 report (2003-2012), the budget allocated to agriculture
 increased noticeably more than the sector’s contribution to
 GDP. This reflects a notable effort by the Chad authorities
 to increase the budget to boost this sector’s development in
 recent years. In this proactive context, Chad signed its
 CAADP compact in December 2013 to continue supporting
 agriculture’s revival. The CAADP is being implemented in
 Chad even as the terms of the National Rural Sector
 Investment Program (PNISR, 2014-2020) are being finalized.
 Within the context of the CAADP, the Government of Chad
 (GOC) wished to undertake a review of public agriculture
 expenditures to learn from past budgetary implementation in
 this sector with a view to improving future program
 performance. Following a request by the Ministry of
 Agriculture and Irrigation (MoAI), the NEPAD planning and
 coordination agency gave Chad it’s backing for this review.
 This process was undertaken by the Program for Strengthening
 National Comprehensive Agricultural Public Expenditure in
 Sub-Saharan Africa, co-financed by the Bill and Melinda
 Gates Foundation and the CAADP Multi-Donor Trust Fund. This
 program, implemented by the World Bank, aims to improve the
 impact of the still-limited public resources available to
 governments in Sub-Saharan Africa to foster agricultural
 development and reduce poverty in rural areas, where most of
 the poor in these countries, notably Chad, live. This study
 follows and builds upon a number of similar studies
 conducted in recent years on public expenditure management,
 in particular in Chad the Action Plan for the Modernization
 of Public Finances (PAMFIP). However, these studies have
 focused on budget management as a whole, and none to date
 has looked at the agricultural sector specifically.

Strengthening Institutions for the Preparation of Government BudgetsWorld Bank (Washington, DC, 2011-02)The Government of Zimbabwe (GOZ) faces
 difficult choices in managing the size of its civil service
 wage bill. The Government understands the need to watch the
 escalating wage bill carefully and put in place a strategy
 to steer it to a sustainable level as early as possible.
 Historical and international comparisons suggest that an
 overall wage bill of around 10 percent of GDP should be the
 medium-term target. This note illustrates that Zimbabwe
 could take immediate steps in 2010 and 2011 that will put it
 on the path of a sustainable level of wage bill in the
 medium-term. The focus of efforts to contain the wage bill
 should be on short-term measures because designing and
 implementing a medium-term approach to wage bill management
 would be too challenging in view of prevailing economic
 uncertainty and complex political reality. The note covers
 the staff employed by the Central Government, including
 uniformed services and staff employed by the Grant-in-Aided
 (GIA) institutions. The staff employed by local governments
 and public enterprises are excluded because direct transfers
 from the central budget to local government and public
 enterprises are rather small. (annex A has an outline of the
 institutional aspects of civil service in Zimbabwe). Given
 the paucity of information, the note does not make any
 recommendations specific to the GIA wage bill.
