The objective of this report is to
 analyze in depth the current public investment management
 system and to assess whether or not it is able to meet this
 challenge of delivering good quality projects in the
 priority areas in a macro-economically sustainable manner;
 and to recommend what needs to be done to improve the system
 so that it is able to effectively transform natural resource
 revenues into sustainable capital assets. In making its
 recommendations, this report focuses on some of the details
 that need to be laid out in implementing regulations in
 order to make the Fiscal Stability Law (FSL), Budget Law of
 Mongolia (IBL), and Public Procurement Law of Mongolia
 (PPLM) work. The report also suggests amendments to some of
 the existing laws that pose a risk to meeting the four
 objectives. In proposing policy options, the report is
 conscious of the political economy of reform and, wherever
 possible, analyzes the compatibility of the technical
 solutions with the political interests of policy-makers.Date

How Do We Improve Public Expenditure in Agriculture?World Bank (World Bank, 2012-03-19)This paper synthesizes lessons learned
 from the Department for International Development-World Bank
 (DFID-WB) partnership, to provide guidance on ways to
 improve the allocation and efficiency of public spending for
 agricultural growth and poverty reduction. It includes
 lessons on how to improve data quality, the composition and
 impact of spending, budget execution, and the integration of
 off-budget expenditures. The paper synthesizes recurring
 lessons that have emerged from the commissioned work, to
 highlight key challenges that still remain to improve the
 efficiency of public expenditure planning and implementation
 in the agriculture sector, as well as offering options for
 improvement. The paper is accompanied by a separate
 document, the Agricultural Public Expenditure Reviews
 (AgPER) toolkit, which is a practical guide for
 practitioners tasked with carrying out AgPERs in the future.
 The paper is structured around the Budget Cycle Framework
 (BCF), to facilitate the identification of entry points to
 improve expenditure outcomes.

Uganda - Agriculture Public Expenditure ReviewWorld Bank (World Bank, 2012-03-19)This Agriculture Public Expenditure
 Review (AgPER) comprehensively reviews public expenditures
 on agriculture in Uganda and analyzes their efficiency and
 effectiveness. Its genesis lies in Agriculture Sector
 Working Group (A-SWG) discussions, especially during the
 budget process, which raised concerns about the seemingly
 low budget allocations to the sector and the failure to
 align limited resources with recognized priorities in the
 sector. To address these concerns, the A-SWG resolved to
 undertake this AgPER. Aside from providing a better
 understanding of the nature and composition of agricultural
 pubic expenditures in Uganda, the review will specifically
 analyze their efficiency and effectiveness with a view to
 identifying the types of expenditures that will promote
 pro-poor growth. The report is structured as follows.
 Section two analyzes trends in nominal and real sector
 budgets. It highlights the current and projected importance
 of agricultural sector expenditure in the national budget
 and gross domestic product (GDP). An analysis of
 agricultural price distortions indicates the extent to which
 the sector benefits from supportive policies. Section three
 describes budget planning and implementation at the national
 and local level and presents policy recommendations to
 improve those processes. Section four focuses on the
 technical efficiency of public spending. By tracking
 resource flows and analyzing the unit costs of goods and
 service delivery. Section four sheds light on whether public
 resources are used efficiently and which actions could
 improve efficiency. The concluding section summarizes the
 major findings and policy recommendations.

More Fiscal Resources for Infrastructure? Evidence from East AfricaFoster, Vivien; Briceño-Garmendia, Cecilia (World Bank, Washington, DC, 2012-06-13)This paper evaluates the extent of fiscal resource availability for infrastructure in four East African countries and explores the main options for its expansion. A number of major channels will be examined. The first is the extent to which expenditure is well allocated across sectors, sub-sectors, expense categories, jurisdictions and geographic areas. The second is the extent to which there is scope for improving efficiency by enhancing the operational performance of state owned enterprises (SOEs), restoring adequate levels of maintenance, or improving the selection and implementation of investment projects. The third is the extent to which user charges are applied and set at levels consistent with cost recovery. The fourth is the extent to which private sector participation has been fully exploited as a vehicle for raising investment finance. While it is difficult to evaluate these things very precisely, a number of proxy indicators are used to shed light on the matter.
