Abstract
Prospects for Security and Peace in Caucasia, by Raffi K. Hovannisian Regional security for Central Asia and the Caspian basin depends on peace and security in Trans caucasia. However, current prospects for peace and a contempo-rary, effective security System in the region hinge on the ability of the international community to create mechanisms to engage ail three regional actors, Russia, Turkey and Iran. There must be greater Western commitment to the development of alternative routes of communication and to the économie integration and prosperity of the Transcaucasian States. The world community must attempt a fresh, forward-looking approach to the Karabakh conflict. Finally, by openly addressing the Armenian genocide issue, it must help bring about real, not showease, normalization of the bilateral relationship between Turkey and Armenia.
La sécurité régionale en Asie centrale et dans le bassin de la mer Caspienne dépend de la paix et de la sécurité en Transcaucasie. Mais les espoirs de paix et la création d'un système de sécurité efficace dans cette zone reposent aujourd'hui sur la capacité de la communauté internationale à créer des mécanismes associant les trois acteurs régionaux, la Russie, la Turquie et l'Iran. L'Occident doit prendre des engagements plus fermes en faveur du développement de formes de communication alternatives et de l'intégration économique et de la prospérité des Etats transcaucasiens. La communauté internationale doit élaborer une nouvelle approche dynamique à l'égard du conflit du Karabakh. Enfin, en traitant ouvertement du problème du génocide, elle doit contribuer à susciter une normalisation véritable des relations turco-arméniennes.

Export search results
