Abstract
Agricultural expenditure is critical to
 the transformation of the agricultural sector in Nigeria.
 Yet spending on agriculture remains at low levels in spite
 of the sector’s huge potential for wealth creation,
 employment generation, and poverty reduction. This report is
 a summary of the findings of the Nigeria agricultural public
 expenditure review (AgPER) at the federal and subnational
 levels. The main objectives of this review are to (1)
 examine the extent to which the size and composition of
 public spending on agriculture is consistent with national
 and subnational agricultural policies and development
 priorities, (2) analyze the efficiency and effectiveness of
 public resources allocated to agriculture, (3) understand
 the cross-tier fiscal and planning relationships between the
 federal government and subnational governments, (4) develop
 a database of public agricultural expenditures at the
 federal and subnational levels, and (5) provide
 recommendations on how to improve the efficiency and
 effectiveness of public agricultural spending to advance
 Nigeria’s Agricultural Transformation Agenda (ATA). In
 addition to the federal-level analysis, the review analyzes
 agricultural public expenditures in three case study states:
 (1) cross river, (2) Niger, and (3) Ondo, and three case
 study local government areas (LGAs): (1) Akamkpa, (2)
 Wushishi, and (3) Odigbo. The analysis at the federal level
 covers the period 2008-12, while the subnational-level
 analysis covers the period 2000-12.

    The Great Crisis and Fiscal Institutions in Eastern and Central Europe
 and Central Asia

    This paper examines fiscal outcomes in
 Eastern and Central European countries before and during the
 global crisis of 2008-2010. These outcomes are evaluated in
 the context of overall changes in fiscal institutions and
 global market conditions. Eastern and Central European
 countries situations improved dramatically in the
 pre-crisis period as tax revenues boomed, and fiscal
 institutions were reformed. Expenditures increased quite
 significantly in real terms for some of the countries in the
 pre-crisis era so that when tax revenues collapsed in the
 wake of the crisis, the countries were left with large
 deficits. Institutional reform helped countries manage their
 fiscal situations better, but the crisis also exposed
 shortcomings of the status quo. In the post-crisis period,
 fiscal institutions aimed at promoting fiscal discipline are
 being strengthened. Governments will also need to take a
 closer look at the sustainability of current expenditure
 patterns, particularly the strong emphasis on social expenditures.

    Ghana - 2009 External Review of
 Public Expenditures and Financial Management : Volume 2. The medium term expenditure framework

    The 2009 External Review of Public
 Expenditures and Financial Management (ERPEFM) is the fifth
 in a series of annual assessments by some of the development
 agencies that contribute to the Multi-Donor Budgetary
 Support (MDBS) in Ghana. The review was prepared in close
 collaboration and after extensive discussions with senior
 government officials in the Government of Ghana, in
 particular with officials from the ministry of finance and
 economic planning. The main purpose of the review is to
 inform based on research findings the policy dialogue on
 public financial management that takes place in Ghana. The
 implementation of the 2009 budget is happening against the
 backdrop of the Government's stated objective of
 reducing the overall fiscal deficit to 9.4 percent of gross
 domestic product (GDP), down from an estimated 14.5 percent
 in 2008. The remainder of this chapter is organized as
 follows. Section B recapitulates the change in Ghanaian
 public finances in 2008. Section C discusses the
 country's fiscal outlook and the policy challenges
 ahead. Section D closes the chapter with the main
 conclusions and recommendations.

    Mongolia Public Financial Management Performance Report

    This public financial management
 performance report (PFM-PR) is the first assessment of
 Mongolia’s PFM system using the public expenditure and
 financial accountability (PEFA) framework. The report aims
 principally to establish an objective baseline measure of
 current PFM performance, highlighting areas of absolute and
 relative strength and weakness, thereby enabling a
 stock-taking of over a decade of PFM reforms in Mongolia and
 guiding the government in its reform priorities. The
 assessment covers PFM at the budgetary central government
 level. The PEFA is an evidence-based methodology that
 measures the performance of a country’s PFM system at a
 particular point in time using a set of standardized
 indicators. The assessment is done on six dimensions of an
 open and orderly PFM system identified by the framework,
 which are: credibility of the budget; comprehensiveness and
 transparency; policy-based budgeting; predictability and
 control in budget execution; accounting, recording, and
 reporting; and external scrutiny and audit. This PEFA
 assessment will complement the considerable work that has
 already taken place on public expenditure management, which
 includes regular economic updates, public investment
 reviews, procurement reviews, analytic work conducted and
 supported by the World Bank funded technical assistance
 projects, as well as technical assistance mission reports of
 the International Monetary Fund (IMF).
