The Government of the Republic of
 Tajikistan (GOT), the World Bank, and international and
 bilateral partners agreed on the need for a fiduciary
 assessment for the health sector. The main objective of this
 assessment is to help the GOT take the necessary measures
 for fiduciary capacity building in the health sector with a
 view not only to dealing with the existing fiduciary
 capacity weaknesses in the sector for the management of
 public resources, but also to creating favorable fiduciary
 conditions in the Ministry of Health (MOH) to enable it to
 gradually assume implementation responsibility for
 donor-funded projects. Any fiduciary capacity improvements
 in the health sector will provide the additional comfort to
 the donor community, reassuring them that their funds will
 be used more economically and efficiently.Date

Kyrgyz Republic - Education Sector Fiduciary Capacity : Assessment ReportWorld Bank (Washington, DC, 2008-09)The Government of the Kyrgyz Republic
 (GOK), the World Bank, and international and bilateral
 partners agreed on the need for a fiduciary assessment of
 the education sector. The assessment is being carried out in
 two stages. In the first stage, fiduciary conditions in the
 education sector were assessed. Based on the findings of
 this review, short-term and medium-term fiduciary capacity
 building action plans were prepared and included in annexes
 11 and 12 of this report. A second stage assessment will be
 carried out after the Ministry of Education and Science
 (MOES) has implemented the short-term fiduciary capacity
 building plan. The second-stage assessment will determine
 whether the fiduciary conditions in the education sector are
 favorable for an effective use of new approaches such as
 sector-wide approach (SWAp) and suggest, as necessary,
 further corrective actions.

Uzbekistan - Country Integrated Fiduciary AssessmentWorld Bank (Washington, DC, 2013-02-27)This Country Integrated Fiduciary
 Assessment (CIFA) is a comprehensive review of
 Uzbekistan's public financial management and
 procurement systems. There are four objectives of this
 study. The CIFA was designed to: (i) provide relevant
 information to the Bank and the Government on the public
 sector financial accountability and fiduciary arrangements
 in Uzbekistan; (ii) identify and document the most
 significant fiduciary risks in the Government public
 financial management and procurement systems (PFM); (iii)
 document the existing program of reforms and capacity
 building to improve transparency and accountability aspects
 of the PFM, making proposals for actions that can bring
 positive change; and (iv) provide a roadmap for the Bank and
 other development partners to consider the use of country
 PFM systems in investment projects with adequate fiduciary
 safeguards. This CIFA is a joint financial management and
 procurement exercise. The assessment enables the Government
 of Uzbekistan to document progress made in the PFM segment
 of the CPIA. This report examines the institutional and
 legal framework for PFM, as well as the procurement;
 budgeting; accounting, recording and reporting; internal
 financial control and internal audit; external audit and
 parliamentary oversight; and public procurement operation.
 For each component, the fiduciary risk is assessed, the
 potential use of country systems is explored, and
 recommendations are proposed for the consideration of the government.

Kyrgyz Republic : Country Fiduciary Assessment Update 2007World Bank (Washington, DC, 2007-11-10)This fiduciary assessment makes
 recommendations to strengthen public financial management in
 the Kyrgyz Republic, including procurement. This report
 takes stock of developments since 2002 within the Public
 Financial Management (PFM) Framework. It identifies the
 recommendations that have been implemented, and it lays out
 a road map to implement remaining reforms. It provides a
 basis upon which the Government of the Kyrgyz Republic (GOK)
 can formulate a capacity-building plan to improve its
 fiduciary system. Donors can use the results of this update
 in two ways: first, to develop strategies for assisting the
 capacity development plan; and second, to mitigate risks in
 individual operations. The country can use the information
 to monitor its fiduciary systems and the extent to which
 ongoing reform initiatives are improving performance. This
 assessment was prepared in close collaboration with
 government counterpart teams and other donors. The teams
 analyzed relevant pieces of legislation, gathered feedback
 through workshops, and conducted interviews with the
 Government, the private sector, and civil society. The
 report incorporates comments on earlier drafts and
 suggestions received from the government, including the
 Ministry of Finance (MOF), the Chamber of Accounts (COA),
 Ministry of Economic Development and Trade and the State
 Agency on Public Procurement and Materials Reserve (SAPPMR).
