Mozambique's economy has
 experienced strong and sustained growth since the end of the
 country s civil war in 1992. Over time, the sources of
 revenues are changing, bringing both opportunities and
 challenges for fiscal management. The government has
 loosened fiscal policy in the past few years, and the
 current fiscal stance does not appear sustainable. Public
 spending is projected at almost 42 percent of gross domestic
 product (GDP) in 2014, and the deficit after grants is
 expected to widen to over 9 percent of GDP. These fiscal
 consolidation efforts will require reprioritizing
 expenditures and increasing the efficiency of spending, to
 ensure sufficient resources are allocated to priority
 sectors. Looking ahead, substantial resource revenues
 expected toward the end of the decade present an
 unprecedented opportunity but this will need to be well
 managed. The 2001 and 2003 public expenditure reviews
 indicated that a number of financial management reforms are
 required, which the government successfully implemented.
 However, it is important to build on this progress to ensure
 that the government is sufficiently prepared to address the
 challenges ahead. Given external economic shocks and the
 possibility of weaker commodity prices, resource revenues
 can be delayed or reduced. Therefore, it will be important
 to adopt a prudent fiscal stance in the medium term to
 adequately prepare for the changes ahead.Date

Botswana Public Expenditure ReviewWorld Bank (Washington, DC, 2013-02-28)The unifying theme of this Public Expenditure Review (PER) is the impending need for Botswana to incorporate into its policy making and planning framework a series of measure to help it transition into an era of diminished diamond revenues. While diamond revenues have enabled rapid development, they have also allowed government to swell, and the public sector is today, with diamonds, a mainstay of the economy. With the decline of diamonds on the horizon, it has become increasingly urgent for Botswana to review and question its management of public finances and the role and objectives of the public sector in the economy, particularly given the large remaining human and social development needs, and the requirements of diversification. While the global economic crisis has helped to bring these issues to the fore, they are long-term challenges that are independent of today's temporary economic difficulties.

Sudan : World Bank Review of 2008 Budget Performance and 2009 Budget Preliminary AnalysisWorld Bank (Washington, DC, 2013-02-13)As a follow-up to the first Public Expenditure Review (PER), this note reviews fiscal management by the Government of National Unity (GoNU) through 2008 budget performance, including pro-poor spending, and how do its main features compare to the fiscal management under the first phase of the post-CPA interim period (2005-07)? The note also runs through the highlights of the key features of the GoNU 2009 budget and what has been the impact of the global crisis on the budget performance through the first quarter. The main objective is to highlight fiscal lessons for the remaining period of the post-CPA interim period. The note is structured around the following six sections: review of the economic assumptions underlying the 2008 budgets, aggregate fiscal performance, revenue performance, expenditure performance, pro-poor spending, and the 2009 budget analysis followed by actual outturns through the first quarter.

Pakistan - Khyber Pakhtunkhwa : Public Expenditure ReviewWorld Bank (Washington, DC, 2013-10-02)Khyber Pakhtunkhwa (KP) is one of the
 least-developed and crisis-prone provinces in Pakistan.
 Located in far north of the country, the province covers 10
 percent of the total land area and is a home to 13 percent
 of the country's population spread over seven
 administrative districts. Majority of the population (83
 percent) is rural, averaging 7.6 members per household-well
 above the national average of 6.6. The literacy rate remains
 low at 49 percent with more than half of population having
 no access to tap water while unemployment runs at 8.5
 percent. KP's relative underperformance is primarily
 due to low levels of growth, socio-economic underdevelopment
 and lack of public services compared to other provinces of
 Pakistan. Cognizant of the challenges to growth in KP and
 acting upon the assessment of Pakistan Government's
 Post-Crisis Needs Assessment (PCNA) of the region in October
 2010, the donors agreed on a harmonized approach to meet the
 short- and medium-term social and economic needs of KP,
 including the establishment of a Multi-Donor Trust Fund
 (MDTF). This Public Expenditure Review (PER) of KP was
 undertaken in partnership with the government of KP and is
 one of the important outcomes of PCNA funded by the MDTF.
 The report on Operationalization of Post Crisis Needs
 Assessment (OPCNA) highlighted the need for strengthening
 KP's public financial management (PFM) as fundamental
 to improving public services and therefore the quality of
 life in KP. The report acknowledges the strong government
 ownership of reform initiatives which are taken with a view
 of strengthening all aspects of public finances. KP adopted
 a comprehensive fiscal reform program in 2001-02 based on
 four pillars, namely: 1) enhancing resources; 2)
 strengthening ex-ante and ex-post PFM reforms; 3) fiscal
 decentralization; and 4) instituting an output-based
 accountability mechanism.
