This Public Financial Management (PFM)
 Performance Assessment Report is based on the Public
 Expenditure and Financial Accountability (PEFA) PFM
 Performance Measurement Framework, Sub National Level, which
 includes a performance rating on 32 indicators covering the
 entire PFM cycle in Local Government, as in Sierra Leone,
 and assesses impact on budget goals. This assessment is
 intended to provide a comprehensive, integrated and candid
 assessment of Sierra Leone s PFM at the local council level,
 and to make recommendations for improving the local council
 PFM framework, institutional performance and capacity building.Date

Colombia - National Level Public Financial Management and Procurement Report : Public Financial Management PerformanceInter-American Development Bank; World Bank (World Bank, 2012-03-19)This Public Financial Management
 Performance Report (PFMPR) analyzes the performance of
 Colombia's public financial management (PFM)
 institutions, systems and processes. It documents areas
 where performance is close to or follows international good
 practice, as well as opportunities to further enhance PFM
 contribution to the goals of strengthening fiscal
 discipline, enabling more efficient allocation of resources,
 increasing operational efficiency, and fostering
 transparency. It is expected that the identified
 opportunities will strengthen further the Government of
 Colombia's programs of continuous PFM improvement, as
 provided for under the National Development Plan pillar
 regarding a state at the service of its citizens: efficient
 and effective Government. The main challenges cited in the
 report could also be an important reference to future
 development plans and PFM reforms. Ensuring the
 sustainability and trajectory of PFM programs becomes even
 more critical in the context of public expenditure policies
 to deal with the current international economic crisis. The
 study is based on the 28 high-level indicators and 69
 individual dimensions that compose the PFM performance
 measurement framework. Each indicator seeks to measure
 performance of a key PFM element against a scale from A to
 D. The highest score is warranted for an individual
 indicator if the core PFM element meets the relevant
 objective in a complete, orderly, accurate, timely and
 coordinated way, based on existing good international practices.

Serbia Public Expenditure and Financial Accountability Performance ReportWorld Bank (Washington, DC, 2015-06-29)A Public Expenditure and Financial
 accountability (PEFA) repeat assessment was conducted in the
 Republic of Serbia (RoS) between November 2014 and May 2015
 by an independent team of experts, led by the World Bank
 (WB). The assessment was financed jointly by the
 Strengthening of Accountability and the Fiduciary
 Environment (SAFE) Trust Fund of the Swiss State Secretariat
 for Economic Affairs (SECO), the European Union Delegation
 to Serbia (EU Delegation) and WB. The period covered by this
 Assessment (2011-2013) was dominated by the challenges posed
 by the aftermath of the global economic recession which
 affected macro-fiscal performances. Notwithstanding these
 challenges PFM improvements can be observed in strengthening
 legislative framework, and Budget classification, multi-year
 fiscal planning, procurement and external audit. In other
 areas such as the composition of expenditure out-turn
 compared with originally approved budget, expenditures
 arrears, oversight of fiscal risk, and effectiveness of tax
 collection, predictability in the availability of funds,
 application of public sector accounting standards
 application and legislative scrutiny of annual budget law
 and final accounts, further work is needed to improve PFM performance.

Bolivia - Public Financial Management Review, Based on the PEFA MethodologyWorld Bank (World Bank, 2012-03-19)The National Development Plan highlights
 the Bolivian Government's commitment to improving
 efficiency, transparency, and accountability in the use of
 public resources. Within that framework, the authorities of
 the Ministry of Economy and Public Finance (Ministerio de
 Economia y Finanzas Publicas, or MEFP) expressed their
 interest in conducting a public finance performance review
 following the Public Expenditure and Financial
 Accountability (PEFA) framework. Under this initiative the
 MEFP conducted a self-assessment, Evaluacion de las Finanzas
 Publicas (EFIP), at the beginning of 2008, which was then
 updated in a second phase toward the end of the same year.
 The purpose of this PEFA review is to provide the
 Government, international donors, and other stakeholders
 with an objective diagnosis of the performance of the PFM
 systems, processes, and institutions, using 31 high-level
 indicators taken from the PEFA reference framework. In
 accordance with government requirement, the review focuses
 on the central government's public expenditure and
 revenues, which include central administration,
 decentralized non-business institutions, and social security
 entities, covering approximately 47 percent of the total
 public sector expenditure. This scope excludes the
 sub-national level, prefectures and municipalities, and
 state-owned companies (financial and non-financial) although
 the transfers to these institutions by the central
 government are considered for certain indicators.
