This Integrated Fiduciary Assessment is
 the first of its kind for Sao Tome and Principe. It combines
 the analysis and policy recommendations from a public
 expenditure review (PER), a country financial accountability
 assessment (CFAA), and a country procurement assessment
 review (CPAR). The goal of the report is to identify the
 major challenges facing the country in the prepetroleum era
 (the next three to five years) in public finance management
 (including public enterprises) as it attempts to implement
 its National Poverty Reduction Strategy (NPRS) with a tight
 resource envelope. This executive summary presents recent
 economic developments and fiscal sustainability analysis
 that takes into account petroleum and no-petroleum
 scenarios, with corresponding analysis on which of the
 Millennium Development Goals (MDGs) are reachable. The
 summary reports on revenue and expenditure performance since
 2000-01, issues related to the implementation of the public
 investment program (PIP) and its coordination with the NPRS,
 and the budget process, including findings from the Health
 PER, which highlights a lack of allocative efficiency. The
 summary reports on the financial fragility of state-owned
 enterprises (SOEs) and the possible fiscal consequences for
 the central budget, especially regarding the implicit
 subsidies and tax breaks to (and the hypothetical tariff
 increases of) the electricity and water company. The summary
 of reports on the status of the public finance management
 system (budget preparation, execution, control, governance,
 and human resources) and the reform process that may address
 many of the concerns it rises. Finally, the summary presents
 the findings related to the procurement process, including
 the legislative and regulatory framework, institutional
 framework and management capacity, procurement operations
 and market practices, and integrity and transparency of the system.Date

Mongolia Public Financial Management Performance ReportWorld Bank (Washington, DC, 2015-04)This public financial management
 performance report (PFM-PR) is the first assessment of
 Mongolia’s PFM system using the public expenditure and
 financial accountability (PEFA) framework. The report aims
 principally to establish an objective baseline measure of
 current PFM performance, highlighting areas of absolute and
 relative strength and weakness, thereby enabling a
 stock-taking of over a decade of PFM reforms in Mongolia and
 guiding the government in its reform priorities. The
 assessment covers PFM at the budgetary central government
 level. The PEFA is an evidence-based methodology that
 measures the performance of a country’s PFM system at a
 particular point in time using a set of standardized
 indicators. The assessment is done on six dimensions of an
 open and orderly PFM system identified by the framework,
 which are: credibility of the budget; comprehensiveness and
 transparency; policy-based budgeting; predictability and
 control in budget execution; accounting, recording, and
 reporting; and external scrutiny and audit. This PEFA
 assessment will complement the considerable work that has
 already taken place on public expenditure management, which
 includes regular economic updates, public investment
 reviews, procurement reviews, analytic work conducted and
 supported by the World Bank funded technical assistance
 projects, as well as technical assistance mission reports of
 the International Monetary Fund (IMF).

Indonesia - Public Expenditure and Financial Accountability : Public Financial Management Performance Report and Performance IndicatorsWorld Bank (Washington, DC, 2007-10-31)The Public Expenditure and Financial
 Accountability (PEFA) assessment for Indonesia was
 undertaken by a team of World Bank staff and consultants
 with close involvement of counterparts from the Government
 of Indonesia. The PEFA measurement framework has been
 developed after wide consultations with a group of donors,
 client countries, and international professional
 organizations. It provides an integrated, standardized, and
 indicator-led methodology to measure and monitor Public
 Financial Management (PFM) performance over time. Its
 objective is to help assess the performance of PFM systems,
 processes, and institutions in each country and provides
 broad measures of PFM performance relative to system
 characteristics. The scoring methodology, covering a set of
 thirty one high level indicators, emphasizes empirical and
 observable scores for each PFM area based on internationally
 recognized good practice. The framework was not designed to
 rank countries by means of an overall aggregate score for
 each country. The PFM performance report which supports the
 scores and brings together an analytical summary is not
 meant to judge policy actions of government nor provide
 explicit recommendations, but instead to support a
 strengthened approach to PFM reforms by facilitating
 dialogue between government and other stakeholders on PFM reforms.

Province of Cordoba, Republic of Argentina : Public Financial Management AssessmentWorld Bank (Washington, DC, 2012-12-11)This public financial management
 assessment for Cordoba has three main objectives: (i) to
 provide the provincial governments with a reference tool for
 dialogue and action to strengthen their public financial
 management (PFM) systems; (ii) to provide an assessment of
 provincial PFM systems, identifying and addressing their
 main fiduciary issues, as well as the impact of these issues
 on the implementation of World Bank operations; and (iii) to
 contribute to the World Bank's dialogue with
 Argentina's national and provincial authorities on
 fiduciary portfolio management and reliance on country
 systems. The study focuses on budget preparation and
 execution, with emphasis on budget comprehensiveness and
 performance, and on public accountancy and control. It
 describes strengths and weaknesses of the provincial systems
 and analyzes their impact on fiscal discipline and the
 allocation of resources. Chapter 2 of this assessment
 describes the economic and institutional framework of the
 Province of San Juan. Chapter 3 summarizes the
 province's main achievements and challenges ahead in
 public financial management reform, drawing on Chapter 4,
 which gives a detailed analysis of public financial
 management in the province, using the PEFA indicators agreed
