Given the tight overall resource
 constraints in Kosovo, and in the face of declining donor
 support and limited access to external finance, difficult
 choices and trade-offs on spending decisions will need to be
 made. The main challenge will be to develop expenditure
 policies which will preserve macro-stability and ensure that
 public services are sustainable, comprehensive, and
 efficiently provided. Public spending policies need to lay
 the basis for broad-based equitable economic growth, and
 target the most needy, in an effective and efficient
 fashion. Through introducing the Medium Term Expenditure
 Framework (MTEF) approach in 2002, the United Nations
 Interim Administration in Kosovo (UNMIK) and the Provisional
 Institutions of Self Government (PISG) have started to make
 progress in adding a medium-term context to budget policy.
 This report identifies the several important expediture
 measures that require action. First, spending has to be
 reallocated across sectors, so reduce subsidies, reassess
 public sector employment, and provide finance for investment
 needs. Second, improve the efficiency of existing spending
 in the health, education, and social protection sectors.
 Third, increase the budget spending on health to provide a
 greater range of services and target educational finance to
 reduce inequality. Fourth, strengthen the effectiveness of
 the budget as a policy tool. Fifth, further improve
 transparency and accountability.Date

Republic of Niger : 2012 Public Expenditure ReviewWorld Bank (Washington, DC, 2014-01-29)The Government's Plan for Economic
 and Social Development (PESD) 2012-2015 outlines an
 ambitious public expenditure program to foster sustainable
 inclusive growth and to improve public service delivery. The
 2012 Public Expenditure Review (PER) is the first in a
 planned series of annual PERs (APERs). The objective of
 APERs is to provide decision makers in the Nigerien
 government, domestic stakeholders, as well as Niger's
 development partners with regular information and analysis
 on budgetary developments. The APER process aims to meet
 information requirements of interested stakeholders while
 minimizing the transaction cost for government. In the
 absence of a regularly published APER, the authorities are
 confronted with frequent and often duplicative requests for
 information, which claim significant staff time in an
 already very capacity constrained public sector environment.
 It is envisaged that a "one assessment - one
 process" approach will help to reduce transaction costs
 for government while meeting information requirements of
 interested stakeholders. The APERs will consist of three
 main parts. The first part will monitor public expenditure
 performance and the implementation of public financial
 management reforms. The second part will focus on sectoral
 public expenditure issues, and the third part will analyze
 selected public expenditure issues in detail. In the context
 of the annual PER process, every second year a public
 expenditure and financial accountability (PEFA) will be
 carried out. Public expenditure management reform action
 plan has been adopted in 2012 and provides a road map for
 reforms and helps coordinate donor support in this area. The
 Bank is supporting the strengthening of public financial
 management systems through a technical assistance grant.
 This PER covers the following topics: introduction in the
 first chapter. The review's macroeconomic context in
 the second chapter, an assessment of public expenditure
 trends and composition in the third chapter, and a review of
 the volume, modalities, and allocation of official
 development assistance in the fourth chapter. Public
 expenditure developments in the health, education, and rural
 development sectors are reviewed in the fifth, sixth, and
 seventh chapters, respectively. At the end, chapter eight
 focuses on strengthening Niger's public expenditure
 review process.

Madagascar Public Expenditure Review : Implementation of the Madagascar Action Plan, Analysis for Results, Executive SummaryWorld Bank (Washington, DC, 2007-06)The primary objective of this Public Expenditure Review is to analyze the macro-economic underpinnings of the Madagascar Action Plan (MAP), to review if the existing procedural and institutional framework for the generation and the use of public resources facilitates MAP implementation, and to provide guidance and recommendations for effective and successful implementation of the new development strategy. This report, which follows the one published in 2005 for the 1997-2005 periods, is part of a series of programmatic reviews agreed upon with the Government of Madagascar. It differs from typical expenditure reviews as it was prepared in close collaboration and partnership with the Malagasy administration and represents the joint efforts of a multidisciplinary team. This Public Expenditure Review consists of five volumes: the first volume being the executive summary and the second provides a global analysis of the environment within which the MAP will be implemented. Three other volumes deal with the health, nutrition and water and sanitation sectors.

Liberia - 2008 Public Expenditure Management and Financial Accountability ReviewWorld Bank (World Bank, 2012-03-19)The 2008 Public Expenditure Management
 and Financial Accountability Review (PEMFAR) assess
 Liberia's public expenditure performance along four
 main dimensions: macroeconomic, institutional, allocations
 between sectors, and allocations within key sectors. At the
 macroeconomic level, it describes the external economic
 constraints and opportunities that will drive growth and
 revenue mobilization over the medium term and determine the
 likely fiscal envelope (chapter one). It next reviews the
 institutional structures that guide and ensure appropriate
 resource allocation and assesses the strength and weaknesses
 of the current systems using a standardized public
 expenditure and financial accountability scoring system
 (chapter two). It then assesses how public expenditure has
 been allocated between sectors and priorities (chapter
 three). It lastly reviews the allocation of resources within
 two priority sectors, health and education (chapter four).
