This Chapter discusses Ghana's
 efforts in 2009 and 2010 to restore macro-economic stability
 through fiscal consolidation. It underlines that a
 substantial fiscal adjustment was undertaken, and yielded
 important results in terms of foreign currency reserves
 position, consumer prices and exchange rate stability. The
 adjustment mostly took the form of expenditure containment,
 and had initially a significant impact on overall economic
 activity through its negative impact on aggregate demand.
 This effect was compounded by the absence of relay from the
 private sector, which found it difficult to access credit
 from a domestic financial sector crippled with non
 performing loans, the latter originating for a large extent
 from the continued accumulation of public expenditure
 arrears. Meanwhile, Ghana improved domestic resource
 mobilization, though from a low base. This joint review of
 public expenditure and financial management is an attempt to
 fill this gap and re-focus attention on public expenditure
 effectiveness. The review aims at providing a comprehensive
 picture of public expenditure patterns. It focuses on a set
 of sectors, such as health and education, as well as on two
 important cross-cutting issues from a policy perspective,
 the wage bill and the fiscal decentralization.Date

 review (AgPER) provides key background information and
 guidance in this endeavor by presenting and analyzing
 historic data on public spending on agriculture, examining
 the efficiency of spending, and identifying areas where
 additional funds can be applied effectively to achieve
 national agricultural policy and comprehensive Africa
 agriculture development program (CAADP) objectives. The
 goals of the AgPER in Sierra Leone are as follows: gain a
 better understanding of the countrys performance in the
 context of the 2003 Maputo declaration; draw lessons from
 the past in terms of budget execution in the agricultural
 sector and identify bottlenecks, inefficiencies, and
 deviations from goals; seek and recommend corrective actions
 for existing and future programs with a view to improving
 their impact and making them more efficient and equitable;
 initiate the implementation of the databases and methodology
 required for conducting similar reviews regularly and thus
 contribute to the institutionalization of the process; help
 the government establish an environment and capabilities for
 results-based management, with particular emphasis on
 improving planning, execution, and monitoring and
 evaluation; and increase visibility for the government and
 the financial and technical partners over the sectors
 absorptive capacity so that the decision may be made to
 allocate more resources to agricultural development. This
 report consists of five chapters: first chapter introduces
 the strategic and institutional context; second chapter
 studies the level of public agricultural expenditure in
 Sierra Leone; third chapter analyzes the economic and
 functional composition of public agricultural expenditure
 (allocative efficiency); fourth chapter assesses the
 technical efficiency of the processes of preparation,
 execution, and monitoring and evaluation of agricultural
 budgets; and fifth chapter contains our findings and recommendations.

 facing the Palestinian Authority (PA) that could threaten
 its very existence. It looks at recent macroeconomic and
 fiscal developments and gives and analysis of key issues and
 challenges such as economic and fiscal trends. The report
 also goes in depth analysis of the public financial
 management issues, the challenges of civil service reform,
 reforming intergovernmental fiscal relations, the education
 sector, and social policy and social safety nets. The report
 is divided into two volumes with volume one giving an
 overview with conclusions and recommendations, while volume
 gives an in depth look at the topics.

Province of Cordoba, Republic of Argentina : Public Financial Management AssessmentWorld Bank (Washington, DC, 2012-12-11)This public financial management
 assessment for Cordoba has three main objectives: (i) to
 provide the provincial governments with a reference tool for
 dialogue and action to strengthen their public financial
 management (PFM) systems; (ii) to provide an assessment of
 provincial PFM systems, identifying and addressing their
 main fiduciary issues, as well as the impact of these issues
 on the implementation of World Bank operations; and (iii) to
 contribute to the World Bank's dialogue with
 Argentina's national and provincial authorities on
 fiduciary portfolio management and reliance on country
 systems. The study focuses on budget preparation and
 execution, with emphasis on budget comprehensiveness and
 performance, and on public accountancy and control. It
 describes strengths and weaknesses of the provincial systems
 and analyzes their impact on fiscal discipline and the
 allocation of resources. Chapter 2 of this assessment
 describes the economic and institutional framework of the
 Province of San Juan. Chapter 3 summarizes the
 province's main achievements and challenges ahead in
