Abstract
Gerald Bracey continues his annual reports on the state of public education in the U.S. As has been the case in recent years, much of this report is devoted to the implementation of the federal No Child Left Behind Act. Bracey looks at the trends in the states' responses to the law, the implementation of the choice provisions, and the 'Forum on Ideas to Improve the NCLB Accountability Provisions' held in July 2004. He also examines the past year's developments in the areas of vouchers, dropouts, private education companies, and charter schools.
