The 2003 Guinea Country Financial Accountability Assessment (CFAA) was implemented jointly with the 2003 Guinea Public Expenditure Review (PER), and both analysis will be reported as the Integrated Public Expenditure Review and Fiduciary Assessment (PER-FA) for Guinea. This approach has been followed in order a) to have a cohesive, and coherent set of analysis, and recommendations on Public Finance, b) to reduce the demands on the Government of Guinea, which might have resulted from a duplication of reviews being carried out in the same time frame. This approach reduces the potential overlap in the scope of PER and CFAA. This stand alone CFAA report is based on the chapter on Public Financial Management systems and processes in the PER-FA, with some additional context added. The quality of Public Financial Management in Guinea, does not yet provide sufficient assurance for external donors to implement their projects through the government's own systems via, for example, direct budgetary support. In some aspects of public financial management, e.g. the formal commitment control system, Guinea's simple and pragmatic approach is more effective than some of the more sophisticated, and expensive systems in the sub region. However, the level of public expenditures processed outside the central commitment control system, in particular by means of payment orders and advances remains a concern. Corruption in public service remains a concern, although there are encouraging signs from the activities of the anti-corruption Commission. Recent changes, in particular high-level responsibilities, have eased some perceived roadblocks to the follow through of anti-corruption activities. Nevertheless, Guinea has made substantial progress in getting up to date in its statutory financial reporting. During the 1990's there had been a significant lag in the statutory financial reporting obligations (la Loi de reglement). As at March 2003, with the approval of such law, Guinea was fully up to date with the legal requirements. In order to improve accountability, there is a need to continue to improve the quality, timeliness and availability of financial information on budgets, expenditures, and revenues. Measures should include : Establishing a program to report actual vs budgeted expenditures at the decentralized community level for education, health, and rural services, together with a requirement for regular accountability; Implementing a policy of moving the management of budgeted expenditures to the closest point at which services can be delivered cost effectively; Simplifying the expenditure control processes at the decentralized level; and, Developing a more predictable flow of funds to the decentralized level. And, to sustain the decentralization process there is need to: Support the development of fiduciary capacity at the decentralized level, by providing the necessary personnel, training, and technical guidance; Provide the basic equipment, infrastructure and tools to support decentralized units; Progressively establish computer terminals for the commitment control system closer to the decentralized level.Date

Making Sense of Financial Capability Surveys around the WorldWorld Bank (Washington, DC, 2013-11-13)This report will be particularly useful
 for policy makers and regulators who prioritize financial
 inclusion and/or financial literacy, or who are introducing
 financial education strategies according to the high-level
 principles developed by the organization for economic
 cooperation and development international network for
 financial education and recently endorsed by the G20
 leaders. The review is intended to be a reference tool for
 policy makers, practitioners, and researchers interested in
 conducting a survey on these topics, and for those who need
 to identify the appropriate combination of methods for
 policy or research objectives. Chapter one examines how to
 identify, compare, and contrast existing measurement
 approaches in the area of financial literacy and capability,
 and in the related areas of financial inclusion and
 financial consumer protection. Chapter two discusses the
 role that surveys can have in informing policy and research
 in this area and provides examples of specific survey
 objectives. Chapter three describes and compares the content
 of the various instruments on financial capability,
 financial inclusion, and financial consumer protection, and
 provides examples of commonly used questions. Chapter four
 describes the methods used for survey implementation, and
 highlights technical issues that can affect data quality.
 Finally, chapter five describes the analytical methods that
 have been used to present the results and to construct
 indicators. Detailed information about each study is
 provided in standalone summaries in appendix B.

The Impact of High School Financial Education : Experimental Evidence from Brazilde Souza Leao, Luciana; Bruhn, Miriam; Marchetti, Rogelio; Legovini, Arianna; Zia, Bilal (World Bank, Washington, DC, 2014-02-05)This paper studies the impact of a
 comprehensive financial education program spanning six
 states, 868 schools, and approximately 20,000 high school
 students in Brazil through a randomized control trial. The
 program increased student financial knowledge by a quarter
 of a standard deviation and led to a 1.4 percentage point
 increase in saving for purchases, better likelihood of
 financial planning, and greater participation in household
 financial decisions by students. "Trickle-up"
 impacts on parents were also significant, with improvements
 in parent financial knowledge, savings, and spending
 behavior. The study also finds evidence that the program
 affected students' inter-temporal preferences and attitudes.

Global Survey on Consumer Protection and Financial Literacy Results Brief : Regulatory Practices in 114 EconomiesWorld Bank (Washington, DC, 2014-07-22)Financial consumer protection and
 financial education policies, in conjunction with the
 regulation of financial institutions and markets, need to
 ensure safe access to financial services and support
 financial stability and financial inclusion objectives.
 Consumer protection and financial literacy can contribute to
 improved efficiency, transparency, competition, and access
 to retail financial markets by reducing information
 asymmetries and power imbalances among providers and users
 of financial services. Rapid progress toward widespread
 financial inclusion must be appropriately complemented with
 checks and balances that ensure a responsible provision of
 financial services and products. A number of international
 efforts are in place to improve dialogue and identify best
 practices in financial consumer protection. To contribute to
 the international dialogue on financial consumer protection
 the World Bank in conjunction with Fin-CoNet, an
 international cooperation platform for supervisory agencies
 in the area of financial consumer protection, conducted a
 global survey on consumer protection and financial literacy
 to collect information from financial regulatory agencies in
 114 economies. This brief summarizes the key results of the
 survey and accompanies the release of the data collected to
 provide timely feedback on the results.
