Abstract
As a follow-up to the first Public Expenditure Review (PER), this note reviews fiscal management by the Government of National Unity (GoNU) through 2008 budget performance, including pro-poor spending, and how do its main features compare to the fiscal management under the first phase of the post-CPA interim period (2005-07)? The note also runs through the highlights of the key features of the GoNU 2009 budget and what has been the impact of the global crisis on the budget performance through the first quarter. The main objective is to highlight fiscal lessons for the remaining period of the post-CPA interim period. The note is structured around the following six sections: review of the economic assumptions underlying the 2008 budgets, aggregate fiscal performance, revenue performance, expenditure performance, pro-poor spending, and the 2009 budget analysis followed by actual outturns through the first quarter.

    Agriculture Public Expenditure Review at the Federal and Subnational Levels in Nigeria (2008-12)

    Agricultural expenditure is critical to
 the transformation of the agricultural sector in Nigeria.
 Yet spending on agriculture remains at low levels in spite
 of the sector’s huge potential for wealth creation,
 employment generation, and poverty reduction. This report is
 a summary of the findings of the Nigeria agricultural public
 expenditure review (AgPER) at the federal and subnational
 levels. The main objectives of this review are to (1)
 examine the extent to which the size and composition of
 public spending on agriculture is consistent with national
 and subnational agricultural policies and development
 priorities, (2) analyze the efficiency and effectiveness of
 public resources allocated to agriculture, (3) understand
 the cross-tier fiscal and planning relationships between the
 federal government and subnational governments, (4) develop
 a database of public agricultural expenditures at the
 federal and subnational levels, and (5) provide
 recommendations on how to improve the efficiency and
 effectiveness of public agricultural spending to advance
 Nigeria’s Agricultural Transformation Agenda (ATA). In
 addition to the federal-level analysis, the review analyzes
 agricultural public expenditures in three case study states:
 (1) cross river, (2) Niger, and (3) Ondo, and three case
 study local government areas (LGAs): (1) Akamkpa, (2)
 Wushishi, and (3) Odigbo. The analysis at the federal level
 covers the period 2008-12, while the subnational-level
 analysis covers the period 2000-12.

    Local Budgeting

    This publication, Local Budgeting, provides a comprehensive guide for local administrators who are involved in designing and implementing budgetary institutions and who wish to improve efficiency and equity in service delivery and to strengthen internal and external accountability. It details principles and practices to improve fiscal management. It reviews techniques available in developing countries for forecasting revenues and expenditures, and it examines institutional arrangements for ensuring transparency and fiscal discipline. In addition, it outlines some strategies to deal with corruption in local revenue administration. With respect to budgeting, the volume discusses the decisions that need to be made in determining budget format and layout, including the scope of the budget, the degree of transparency of the legal requirements underlying the budget, and the extent to which the budget will emphasize inputs, outputs, and outcomes. Local Budgeting also discusses the role of the capital budget. It details how performance budgeting can serve as a tool for results-based accountability to citizens. It helps the non-specialist reader learn how to interpret budget documents to discover what the government is doing and how well it is performing its tasks. It highlights approaches to stakeholder inputs in the budget process. Finally, it explores the role of budget execution in ensuring management flexibility while enhancing democratic accountability.

    The Amhara Regional Report : Public Finance Review

    The objective of this study is explore
 in depth public finance issues and their impact on
 decentralized service delivery at the regional and woreda
 level in Amhara region. The study is carried out as part of
 the federal and some regional case studies designed to
 examine effectiveness of public finances of sub-national
 governments. This study was expected to (i) review the
 institutional arrangement for managing public finances at
 the regional level including policies, budgetary
 institutions, systems and processes; (ii) assess the level,
 trend, and composition of public spending (both functional
 and economic classification) in per capita terms over the
 past five years and identify key achievements and
 limitations; (iii) assess the level, trend, and, composition
 of revenue at the regional level and examine the financing
 framework, including ways to increase local revenue
 generation capacity; (iv) assess the role of external aid in
 supporting decentralized service delivery and the
 sustainability of the program in absence of external aid;
 (v) review the planning and budgeting process as well as the
 quality of PFM system; and (vi) data permitting, establish
 the link between the level of spending and the outputs and
 outcomes for selected sectors. The study used standard
 public financial process review methodologies used for
 undertaking PEFA assessments. The report reviewed the
 various studies, plans and performance reports of the
 various sectors in the regions between EFY 1997 and 2001. In
 addition, key informant interviews were carried out at
 bureaus levels and woreda offices of education, health,
 water, agriculture and rural development, finance and
 economic development, revenue, General Auditor, rural road
 and woreda administrations.
