Bank loans can become non-performing because of problems with the borrower s financial health, problems with the design or implementation of lender protection features, or both. In ascertaining how to deal with a problem loan, it is important to distinguish between a borrower s ability to pay and willingness to pay, Making this distinction is not always easy and requires effort. This manual was written as a guide for lending institution staff dealing with non-performing loans (NPLs) extended to corporations and small and medium enterprises (SMEs). It deals with both ad hoc and systemic financial distress and delves into how borrower problems may have arisen in the first place. It provides guidance to lending institutions staff responsible for handling individual problem loans and to senior managers responsible for organizing portfolio-wide asset resolution.Date

Lithuania : Banking System AssessmentWorld Bank (Washington, DC, 2013-03-21)The Bank of Lithuania (BoL), the Central
 Bank, was established in 1990. BoL has the exclusive right
 to grant and revoke licenses to local and foreign banks and
 to supervise their activities. Private commercial banking
 boomed from 1991 to 1994 while bank regulation was lax. In
 late 1995, a bank crisis caused failures of most of the
 Lithuanian banks, and the remaining banks resulted in better
 managed and supervised institutions. BoL also applied
 tougher regulation on the banking sector. All commercial
 banks now need to have their financial records audited every
 year by an international auditing firm. This report includes
 the following headings: risks and contingency crisis
 management in the Lithuanian banking system; credit risk and
 regulatory issues; and description of corporate debt
 restructuring procedures in Lithuania.

Thailand Financial Sector Assessment ProgramInternational Monetary Fund; World Bank (World Bank, Washington, DC, 2017-09-08)This assessment of the payment systems
 in Thailand was undertaken in the context of the
 International Monetary Fund (IMF) and the World Bank
 Financial Sector Assessment Program (FSAP) exercise for
 Thailand in January 2007. It covers the Bank of Thailand
 Automated High-value Transfer Network (BAHTNET), which is a
 real time gross settlement (RTGS) system. The Bank of
 Thailand (BOT) conducted a comprehensive self-assessment of
 BAHTNET observance of the Core Principles for Systemically
 Important Payment Systems (CPSIPS). It was professionally
 done and was made available to the mission in advance. The
 Thai authorities were fully cooperative and all relevant
 documentation to fulfill the assessment of BAHTNET was
 provided on time and without difficulties. The logistical
 support and warm hospitality of the officials of the BOT are
 greatly appreciated.

Guidelines for the Successful Regional Integration of Financial InfrastructuresWorld Bank (Washington, DC, 2014-01)Over the past decade or so, the
 prospects of long term economic, institutional and social
 gains from regional and global financial and trade
 liberalization have become more appealing to public and
 private stakeholders. Indeed, since the late 1980’s both
 developing and advanced economies have seen greater levels
 of cross-border banking and the cross-border trading,
 issuance and investment in securities and financial
 derivatives. At the same time, recent events like the global
 financial crisis that emerged in 2008 have prompted market
 participants, their supervisors and other national
 authorities, international organizations and standard
 setting bodies to support more robust and ultimately
 effective mechanisms to enable cross-border financial market
 connectivity and liquidity, for the benefit of overall
 financial stability and also of the final users of
 cross-border financial services.The guidelines are designed
 to correspond to themain public and private sector
 objectives for financial market and infrastructure
 integration, and to facilitate stakeholder realization of
 the main benefits that are typically associated with FI
 integration. The guidelines also address commonly
 experienced barriers and challenges to efficient, effective
 and safe regional financial infrastructure integration, in
 order to improve accessibility and reachability for
 customers and to help minimize the various costs and risks
 often associated with integration efforts like these.
