Stephen Philip Cohen is a senior fellow in the Foreign Policy Studies program at the Brookings Institution. He is the author of classic books on India’s and Pakistan’s Armies and the widely praised India: Emerging Power (Brookings, 2001). An American Jew who has been a member of the Policy Planning Staff of the U.S. Department of State during the administration of President Ronald Reagan and before joining Brookings for years taught political science at the University of Illinois. On finishing the reading of the book, with a feeling of depression and with out blaming to his Jewish background, I wondered that why the learned professor has underplayed the bright spots while adding a darker hue to the gray areas.
