Abstract
"El Plan Plurinacional para Eliminar la Discriminación Racial y la Exclusión Étnica y Cultural, aprobado por el Gobierno mediante Decreto 60 de 2009 debe ser comprendido como un instrumento de política pública para la garantía de derechos mediante acciones concretas de inclusión y acciones afirmativas a favor de los pueblos y nacionalidades indígenas, afrodescendientes y montubias. Este policy paper analiza el cumplimento de dicho plan. El diagnóstico aquí planteado está basado en la realidad o en el impacto de esta política pública en la satisfacción de derechos de grupos culturales históricamente excluidos, víctimas de las prácticas de discriminación racial en el país. Las conclusiones intentan un panorama que bien puede ser desalentador, pero está orientado a ayudar a arreglar las cargas en este complicado escenario en el que el estado y el gobierno se deciden a combatir sin vacilación el racismo y la discriminación" ["The Plurinational Plan to Eliminate Racial and Ethnic Discrimination and cultural exclusion, approved by the Government through Decree 60 of 2009 should be understood as an instrument of public policy for the protection of rights through concrete actions of inclusion and affirmative action in favor of and indigenous peoples, Afro-descendants and Montubio nationalities. This policy paper examines the fulfillment of that plan. The diagnosis raised here is based in reality or in the impact of public policy on meeting cultural rights of historically excluded groups, victims of the practices of racial discrimination in the country. The conclusions attempt a scenario that may well be daunting, but is geared to help fix the charges in this complicated scenario in which the state and the government are decided without hesitation to combat racism and discrimination"]
