Abstract
街头官僚理论是近些年公共行政学理论的一个前沿领域，它关注的焦点是街头官僚的 自由裁量权及其政策制定能力。我国基层行政执法类公务员大体可以纳入“街头官僚”的范畴， 他们在自由裁量权行使过程中出现错位现象，并由此产生负效应。行政伦理发挥着“隐形制 度”的约软束功能，是行政主体自由裁量权的依托。从行政伦理学的维度剖析基层执法类公务员 在自由裁量权行使过程中的价值负载，寻找自由裁量权规范化行使的伦理路径，是铺就政府与公 众和谐之路的新视角。
