Abstract
党的十七大进一步把“以人为本”思想明确为我们党在新世纪新阶段的核心执政理念，这 在我们党和国家发展的历史上具有极其重要的意义，需要深入研究。尽管近年来大家对以人为 本做了多方面的探讨，但仍然存在认识上的差别。例如在理解“以人为本”和“为人民服 务”的关系问题上还存在不同认识。我想围绕这个问题谈三点体会，就教于大家。
