Abstract
Compulsory education originated from there formation of Martin Luther.From the beginning to the present, it contains two aspects as its content:teaching knowledge/ technique, and inculcating correct values.Religious education to children is a fundamental aspect of religious freedom of the parents according to the general principle of religious freedom and to the relevant international conventions/covenants as well.Meanwhile,the state has a legitimate interest in compulsorily imparting knowledge / technique, indoctrinating basic values, and cultivating civic virtues to children.There is a tension between the right of the state's compulsory education and the right of parents'religious education.The optimal solution to this conflict, in China's context, seems to be this: on the one handlifting the state'sprohibition of primary religious schools,and on the other hand, incorporating the state-approved values which are nevertheless compatible with religious principles into the curriculum of the primary religious schools.
