Abstract
"Neste texto pretende-se reflectir acerca da responsabilidade enquanto conceito que, por um lado, abrange o funcionamento do sistema administrativo — prestar contas, desempenho profissional, etc. — e, por outro, afecta a produção de confiança dos cidadãos na administração e no governo. A questão da responsabilidade será tratada em torno de três dimensões analíticas. Um primeiro nível, organizacional, abordando-se as virtualidades e as limitações da accountability; um segundo nível, em torno da dimensão institucional, entendida como responsabilidade política e administrativa face aos direitos dos cidadãos; e, num terceiro nível, abordar-se-á a dimensão contratual da responsabilidade política, equacionada como categoria constitutiva da democracia e da governação numa fase de sociedade de risco" ["This text offers some thoughts about responsibility as a concept that on the one hand addresses the way in which the administrative system functions - in terms of rendering account, professional performance, etc. - and on the other affects the generation of trust in the administrative authorities and the government on the part of the man in the street. The issue of responsibility is analysed on three levels: an initial organisational one, which looks at the virtualities and limitations of accountability; a second, which revolves around the institutional aspect, interpreted as political and administrative responsibility seen in the light of citizens’ rights; and a third, which covers the contractual aspect of political responsibility, which is addressed as a category that underlies democracy and governance at a time when we are in a risk society"]
