Abstract
"La libertad de conciencia y la libertad religiosa son derechos fundamentales de los que nadie puede ser privado y que están garantizados por la Constitución. Los poderes públicos están obligados a promover las condiciones para que dichas libertades de las personas y de las organizaciones sean reales y efectivas" ["Freedom of conscience and religious freedom are fundamental rights that no one can be deprived and are guaranteed by the Constitution. The public authorities are obliged to promote the conditions for such freedoms of individuals and organizations are real and effective"]
