Abstract
伴随着时代变换和发展中国家力量的兴起，发展权、环境权问题应运而生，这些权利突出了集体人权的地位，使人权作为一个整体不可分割的观点被越来越多的人们所接受。重要的是，无论在国家层面还是国际层面，所有发展都应该是以人为中心的发展，是可持续的发展；可持续发展概念比较好地体现了发展（权）与环境（权）的统一，但从观念到行动真正把权利落实到人，恐怕还有很长的路要走。While the times changed and the developing countries rose , the issues of the Developmental Right and the Environmental Right emerged. The Rights stress the position of the collective human rights, the point on the Human Rights as a whole is accepted by more and more people. It is important that all development should put human in center and sustain in national case as well as in international case. The idea of sustainable development reflects the unity of the development and the environment , but it is a long way to go on from concept to action .
