行政伦理规范作为约束和控制公务员行政行为的规范性文件，是公务员及其行政行为本身的 客观需要。行政伦理规范体系不健全是公务员行为失范的一个重要原因。因此，完善行政伦理 规范体系，是制止和预防公务员行政行为失范的有效途径。
