"El fin de los períodos dictatoriales puso en evidencia que las prácticas de las fuerzas de seguridad, caracterizadas por los abusos y violencias de la policía sobre algunos sectores sociales (Tiscornia, 1996), resultaban incompatibles con las normas democráticas y de derechos humanos" ["The end of dictatorial periods revealed that the practices of the security forces, characterized by abuse and violence from the police about some social sectors (Tiscornia, 1996), were incompatible with democratic norms and human rights"]
