Abstract
The author explores the Madurese voter behaviour in the 1999 election which was influenced by the existence or their obedience to their religious patrons ; ulama. As the result, in the 1999 election the role of ulama in shaping voter behavior was significant and influential, proved by the fact that parties which did not have any support from the ulama or on the contrary, ulama advised to avoided from the list would not get support from the voters
