Abstract
Vocational education paradigm developed at this time and holded by vocational education provider in Indonesia is a function of education which only oriented to equip learners to master the technical capabilities in specific sectors. Based on history, the early establishment of vocational education in the world, where the United States as a pioneering country, aims to equip the unemployed youth with technical competence work to enter the industry. Yet, the development current, this orientation slowly be considered irrelevant to the demands of the industrial world that increasingly complex in the 21st century. It was confirmed on vocational education congress in Seoul South Korea on 26-29 April 1999, initiated by UNESCO-UNEVOC and ILO. Therefore, the purpose of writing this paper is to discuss the paradigm and orientation of vocational education in Indonesia that are relevant to the demands of the 21st century, especially in the era of the ASEAN Economic Community (AEC) applied since the end of 2015. The relevance is vocational education oriented for not only to provide youth Indonesia with job competence in particular sectors, but also equip with the values and identity of the work that emphasizes critical thinking skills in work, creative in solving work problems, able to communicate and collaborate with others in the world of work different ethnic and racial, utilize information technology in the world of work, and be able to transform themselves to the requirements of work demands.
